A Study on Strategies for Operating e-Learning Programs in Higher Education of the Knowledge-Based Society

The purpose of this study was to explore strategic implementation of e-learning programs for higher education in the knowledge-based society. First, the characteristics of the knowledge-based society were reviewed and educational systems corresponding to the society were identified. Second, theoretical foundations of e-learning and its types, development processes were analyzed. Third, instructors and students of e-learning programs were interviewed to understand main factors of e-learning they had been recognized and the problems they had been experienced. Finally, a strategy to implement e-learning programs successfully in higher education was provided. Based on research findings, the following points can be suggested. In order to promote e-learning in higher education, universities should establish systematic policy about e-learning implementation before launching the programs. The human resources who are competent for developing and running e-learning programs need to be secured. It is necessary for us to recognize high-quality contents as a core factor for successful e-learning. We need to try continuously to find ways to improve students motivation and the effectiveness of e-learning. At last, members of universities should understand e-learning and recognize it as a new educational paradigm corresponding to the society.
