The purpose of this study was to analyze recognition of local extension agents to the Rural Extension Reform Programs. The data were collected from group questionnaire responded by 529 local extension agents who were participated in public hearing that was held 9 provincial Rural Development Administrations from June to July in 2003. The statistical techniques used in this study were frequency and percentage. The major finding of the study were as follows : 1. After decentralization of agricultural extension in 1997 that means to change the status of extension agents from central government official to local government official, holistic evaluation of the agricultural extension program was more negative than previous the system. 2. There were 75.4% of the extension agents agreed to Rural Extension Reform Programs. 3. The priority of Rural Extension Reform Programs by local extension agents were to focus on the needs of consumers as end-user of agricultural products, safety food and environment conservation, enforcement of agriculture s multi-functionality, to strengthen of research function in the city/county Agricultural Technology and Extension Centers, etc. 4. The term of agricultural extension, Rural Guidance in Korean should be changed more adaptable word for agricultural extension in a knowledge-based society. 5. The Rural Extension Reform Programs should be implemented throughout the country as soon as possible
