A study on the role and competence development of rural extension workers in transition

The objectives of this study were 1) to identify the directions and major functions of agricultural extension service suited to knowledge-based society, 2) to examine the roles of rural extension workers based on service areas in agricultural extension service, and 3) to derive the competencies needed to perform their roles and suggest the directions for developing them. The study was carried out by reviewing literature and interviewing rural extension workers. Through this study, the four roles of rural extension workers were identified. Those include a strategic consultant, a human resource developer, administration expert, and customer helper. And 4-5 competencies required for each of those roles were drawn. According to this study, the most important thing in competence development for rural extension workers is that the management responsible for agricultural extension service should have a strong will to upbring them, In addition, it emphasized that the efforts to upbring them should be made in the frame of total human resource management.
