The purpose of this study was to analysis on the key competencies level of students and related program whom teachers recognizes in vocational high school. 1. To investigate education program of key competencies development in vocational high school. 2. To investigate perceptions of the vocational school teachers on student s key competencies. The population of the study included all vocational school special teachers in korea who educate in October, 2002. A sample of 450 vocational school special teachers were selected from the population using the stratified equal number sampling method. Data for the study were collected mainly via mailing. Actual number of the survey instruments was 381 for a return rate of 84.6%. Total number of the survey instruments used for the data analysis was 329(73.1%). A Cronbach s α was accounted to determined the internal consistency of items. The data were analyzed using descriptive statistics(frequencies, percentage, means, standard deviations). The major fininings in the study were as follows: 1) Vocational high school specialty subject teachers confronted to the key competencies development program, recognizes the territory of the the key competencies which relates appeared with the fact that it is communication, numeracy, problem solving, self-management and development, human relationship, information, technology. 2) There is to evaluation of key competencies and in-class written assessment and practical technique examination are mainly become accomplished, the teacher is accomplishing achieving a state with chief object of evaluation. 3) When the teachers educated the key competencies development program, it appeared with the fact that the teachers use the lecture law, experiment practice law with instruction method. 4) Subordinate territory of key competencies especially the average of the vocational high school specialty subject teachers 3 point (usual) sees from all territories which except information(3.04) lowly to appear, the commercial high school appeared the technical high school and the agriculture high school in type of school, there was not a difference which considers especially in area. 5) Against relation on the key competencies it is an usual (3 pieces) it appeared whole in type of school. It appeared with the fact that it is higher recognition result of 9subordinate elements of key competencies.
