평화통일교육정책의 형성과정 분석

An Analysis of Formation of Peace Unification Education Policy: applying the Kingdon’s Policy Stream Model

이 연구의 목적은 문재인 정부의 평화통일교육정책의 형성과정을 Kingdon의 정책흐름모형으로 분석하여 정책적 시사점을 도출하는 데 있다. 이를 위해 문제의 흐름, 정치의 흐름, 정책대안의 흐름, 정책의 창, 정책선도가를 분석틀 설정하고 선행연구, 주무부처 발간 자료집, 언론보도, 여론 조사 결과 등을 종합적으로 분석하였다. 분석 결과, 통일교육정책을 바라보는 중점시각은 국내외 주요 사건의 흐름에 따라 변화되었으며, 이는 통일교육에 관한 환류에도 영향을 미친 것으로 나타났다. 우선 문제의 흐름으로 북미관계와 남북관계의 변화와 종전 통일교육에 대한 부정적 피드백으로 통일교육의 변화가 필요하다는 인식을 하게 되었고, 문재인 대통령의 취임, 한반도 정책의 추진, 남북정상회담 이후의 국가적 분위기와 높은 국민들의 지지라는 정치의 흐름으로 평화통일교육 정책변동 여건이 조성되었다. 그리고 변화된 환경에 맞추어 통일교육도 함께 변화되어야 한다는 정책대안이 정부와 학계에서 논의되었고, 이러한 세 가지의 흐름은 평창 동계올림픽의 개최와 4·27 판문점 선언이라는 정책기회가 발생하면서 정책선도 가인 대통령과 통일부장관의 역할로 결합할 수 있었던 것으로 분석된다. 이러한 결과를 토대로 본 연구에서는 한반도의 항구적 평화와 통합에 기초한 평화통일교육정책의 선제적 실현을 위해서 평화통일교육의 철학적 비전의 필요성과 추진체계의 정비를 제안하였다. 또한 평화통일교육 정책을 위한 새로운 거버넌스의 구축과 지속적인 연구 ․지원 체계의 마련을 정책적 대안으로 제시하였다.

The purpose of this study is to provide meaningful implications on what direction the peace unification education policy should move forward. The main findings are as follows. First, the perspective and feedback of unification education has been changed based on the stream of major domestic and international environment. The stream that had a decisive influence in the process of policy change was the stream of politics. Second, the three decisive events of the Moon Jae-in Government s inauguration, the Pyeongchang Winter Olympics and the 4.17 Panmunjom Declaration has vast influence on the window of policy. Third, President Moon Jae-in not only laid the foundation for promoting the peace unification education policy by promulgating a peace-based policy on the Korean Peninsula, but also played a decisive role in its adoption. Major findings indicate that it is necessary to develop a philosophical vision of an unification education policy. Also, it is crucial for systematic, continuous, and permanent supports of establishing the educational policy.
