자유학기(학년)제 발전방향에 관한 전문가 인식 분석

A Study on the Development Direction of the Free Semester Policy

본 연구는 지방분권 강화라는 환경 속에서 시도교육청 정책 운영의 다양성과 성과를 살펴보고, 자유학기(학년)제 정책의 지속성, 다양성, 형평성을 고려한 발전 방향을 탐색하고자 수행했다. 이를 위해 시도교육청 장학사, 교원, 연구자 등 총 39명의 전문가를 구성하고, 델파이 조사를 실시했다. 연구 결과는 다음과 같다. 첫째, 자유학기(학년)제의 비전에서는 ‘배움이 즐거운 행복한 학교, 삶의 역량을 키우는 교육’에 전문가들의 의견이 합의되었다. 둘째, 목표에서는 ‘수업 및 평가의 배움이 즐거운 수업, 성장을 돕는 평가로의 혁신’으로 의견이 수렴되었다. 셋째, 전략에서는 ‘활동과 창의적 체험 활동과의 연계 교육과정의 개선(교육과정)’, ‘개별학생의 학습과정 및 성장과정 중심평가(수업 및 평가)’, ‘활동 간의 중복적 요소를 줄이고 영역의 특색을 살리는 방향(활동)’, ‘활동의 안정적 운영을 위한 시스템 구축과 예산확보(행·재정 지원)’, ‘교사와 지역사회의 역할(교육 주체별 역할 및 연계)’로 의견이 모아졌다. 넷째, 발전 방안에서는 ‘중학교 교육과정 전체로 확대할 수 있는 모형개발(교육과정)’, ‘교사의 지속적인 전문성 신장(수업 및 평가)’, ‘창체 영역과 중복적인 요소를 없애고 교육과정을 통합할 필요(활동)’, ‘기본 운영비에 자유학기(학년)제 예산을 편성(행･재정 지원)’, ‘교육부-시도교육청-학교 간 역할분담과 연계 체제를 구축(교육주체별 역할 및 연계)’으로 의견이 수렴되었다. 다섯째, 미래예측에서 변화가능성은 ‘창의적 체험활동 영역과의 통합’, 희망정도는 ‘교사들의 수업 운영혁신의 가속화’로 의견이 수렴되었으며, 전문가들은 지역 간 격차가 커질 것으로 변화가능성을 예측하지만, 이를 희망하지 않는 것으로 의견을 모았다.

This study was conducted to explore the diversity and performance of the policy operation of Education Bureau of Cities and Provinces of Korea in the environment of strengthening decentralization, and to explore the direction of development considering the continuity, diversity, and equity of the Free Semester Policy. First, in the Free Semester vision, experts agreed on ‘Happy school with fun learning, education that increases the ability to live.’ Second, opinions were gathered at the goal as ‘a class where learning classes and evaluations is fun, an innovation into evaluation that helps growth.’ Third, the curriculum was agreed upon by strategy ‘to improve the curriculum linked to activities and creative experience activities.’, class and assessments are ‘Each student s learning process and growth process focused’, activity is ‘to reduce duplicate elements between activities and to make the characteristics of the area more attractive’, etc. Fourth, the following opinions were gathered on the development plan. The curriculum is‘develops a curriculum model that can expand the curriculum throughout the middle school curriculum’, classes and assessments are ‘steady professional development of teachers’, activities is ‘include eliminating redundant elements and integrating the curriculum’, etc. Fifth, future predictions were gathered as follows. The possibility of change is integration with creative experience area , and the degree of hope is ‘acceleration of teachers innovation in class management.’
