한국교육 정책문제와 진보교육진영 교육개혁 정책패러다임의 연관성 분석

A Study on the Relationship between Korean Education Policy Problems and Progressive Education Reform Policy Paradigm

본 연구의 목적은 한국교육의 핵심적인 정책문제의 내용을 분석하고, 이들 정책문제가 진보교육진영의 교육개혁패러다임과 어떻게 연관되어 있는지 분석하는 것이다. 먼저, 주요 정책문제로는 학생 평가의 신뢰성 약화와 성적 관련 부정과 비리 증가, 대입 전형에서의 공정성 추락과 교육선발의 불평등 심화, 기초학력 하향, 사교육비 증가, 교육만족도의 하락 실태를 분석하였다. 그리고 진보교육진영의 교육개혁 정책패러다임을 도출하여 이들 정책문제와의 연관성을 분석하였다. 분석결과, 철저하게 교사중심인 진보교육진영의 교육개혁 패러다임이 이들 교육정책문제의 원인으로 작용하고 있음을 확인하였다. 그리고 이러한 분석결과에 근거하여 진보교육진영 교육개혁패러다임으로 발생하는 정책문제를 극복할 수 있는 방안을 제언하였다.

The purpose of this study is to analyze the contents of key educational policy problems in Korean education and how these policy problems are related to the educational reform paradigm of the progressive education camp. First of all, the major policy problems were the weakening reliability of student evaluation, the increase of grade-related irregularities and corruption, the fall in fairness in college admission, the deepening inequality in the educational selection, the decline of basic learning capability, increase in private education costs, and the decline in educational satisfaction. In addition, the educational reform policy paradigm of the progressive education camp was derived and the association with these policy problems was analyzed. As a result of the analysis, it was confirmed that the educational reform paradigm of the progressive education camp, which is strictly centered on teachers, is the cause of these educational policy problems. Based on the results of the analysis, this study proposed plans for overcoming policy problems caused by the educational reform paradigm for the progressive education.
