학교상담자의 학교폭력 전담기구 업무와 다중관계 상담윤리 고찰

A Review on the School Counselor’s Work Related to Organization Dedicated of School Violence and the Counseling Ethics of Multiple Relationships

본 논문은 현행 학교폭력 전담기구 업무의 특성으로 인해 학교상담자가 윤리적 갈등상황에 부딪힐 수 있다는 문제의식에서 출발했다. 그동안 학교상담자의 학교폭력예방 관련 업무에 대해 상담윤리 측면에서 다룬 연구는 드물었다. 이에 법률에 규정된 학교폭력 전담기구의 업무와 학교상담자의 다중관계 윤리에 대해 살펴보았다. 학교폭력 전담기구 업무 수행 시 학교상담자가 부딪힐 수 있는 윤리적 쟁점은 학교폭력 관련 학교상담자 업무의 모호함으로 인한 역할혼선, 다중관계 측면에서 상담자 윤리갈등 촉발, 내담학생과의 상담관계 형성에 미치는 부정적 영향 등이다. 그 보완책으로 학교상담자의 윤리 민감성 제고와 실천 노력의 강조, 학교폭력 전담기구 업무를 상담윤리에 부합하도록 조정, 학교상담자 업무 세분화를 위한 인력재배치 및 확충, 국가 차원의 학교상담법 제정과 한국 실정에 적합한 학교상담자 윤리강령마련 등을 제안하였다. 학교상담 윤리강령에 대한 인식과 활용이 빈약한 현실에서 학교폭력 전담기구의 업무로 인한 다중관계 윤리 쟁점에 대해 살펴보고 보완책과 실태 파악을 위한 후속 연구를 제안했다는 점에 본 논문의 의의가 있다.

This paper started from the consciousness of the problem that due to the characteristics of the work of the organization dedicated to school violence, the school counselors may encounter ethical conflict. Until now, there has been little research done on school counselors work related to school violence prevention in terms of counseling ethics. In this regard, the work of the organization dedicated to school violence as prescribed by the law and the counseling ethics of multiple relationships was examined. As a result, the following are the ethical issues that school counselors may encounter; confusion of roles due to unclear work of school counselors related to school violence, triggering counselor ethical conflicts in terms of multiple relationships, and negative effects on the formation of therapeutic relationships with clients. As a supplement to these issues, not only enhancing the ethical sensitivity of school counselors and emphasizing their efforts to practice them, but also adjusting the work of school counselors related to school violence to meet the counseling ethics, and rearranging and expanding manpower for subdividing the work of school counselors are suggested. Also, the enactment of the National School Counseling Act and the establishment of a code of ethics for school counselors suitable for the Korean situation are proposed. The significance of this review is that, in the reality that the recognition and use of the code of ethics for school counseling is poor, the issue of multi-relationship ethics arising from school violence-related work was examined, and supplementary measures and follow-up studies were proposed.
