장애인 1인 가구에 대한 ‘커뮤니티 케어’ 적용과 방향성 모색

A Study on the Application and Direction of ‘Community Care’ for Single-Person Household with Disabilities

본 연구는 장애인 1인 가구에 대한 커뮤니티 케어의 방향성 모색을 목적으로 한다. 이를 위해서 양적 연구와 질적 연구를 병행하였다. 우선 양적 연구는 한국복지패널 자료를 활용하여 장애인 1인 가구의 실태와 장애인 가구의 동태적 변화에 따른 욕구 현황을 파악하였다. 질적 연구는 장애인복지 현장의 전문가들에 대한 초점집단인터뷰를 통해 커뮤니티 케어에 대한 인식, 장애인 1인 가구와 커뮤니티 케어, 커뮤니티 케어에 대한 현장의 요구 등을 파악하였다. 그 결과, 중·고령장애인 1인 가구에 대한 사회적 돌봄 필요성, 정신전강복지영역 서비스 제고 및 사회적 통합거주모형 개발, 심리정서적 위기관리 및 지자체 대응방안, 고용안정과 맞춤형 정보 및 서비스 제공, 커뮤니티 케어 수행 모델 개발, 통합사례관리 체제 제고, 팬데믹과 같은 상황 대비 장애인 기초 통게체제 구축 등을 제언함으로써 이들에 대한 커뮤니티 케어 접목과 방향성을 모색하였다.

This study was conducted with the purpose to seek the direction of Community Care for single-person households with disabilities. First of all, using the data of Korea Welfare Panel as a quantitative research. In addition, as a qualitative study, the core group interview was conducted for the experts in the field of social welfare for disabled, to discuss awareness of Community Care, single-person household with disabilities and Community Care, the needs on Community Care from the field. Based on these results, the relative inferiority and problematic status of single-person households with disabilities in the community were identified, and Community Care grafts and directions were presented for them. As a result, social care needs for single-person households with middle and elderly disabilities, enhancement of mental health services and development of a social integrated residence model, psychological crisis management and response to local governments, job security and customized information and services, development of Community Care performance models, the Integrated Care Management system and the establishment of a basic statistical system for the disabled compared to the situation such as pandemics, we explored the integration and direction of community care for them.
