A Study on the Trend of Voice Phishing and Policy Recommendations

보이스피싱은 민생경제를 파탄시키는 대표적인 악성사기로서 관련기관들의 대응에도 불구하고 피해규모가 계속 증가하고 있다. 그로 인한 서민들의 고통은 경제적 손실뿐만 아니라 우울증, 대인공포, 자살에 이르기까지 막심하여 ‘경제적 살인’에 비유되기도 한다. 본 연구는 보이스피싱 피해현황과 피해자들의 주요특징을 분석함으로써 피해자 프로파일링(victim profiling) 기법을 활용한 맞춤형 사기방지 교육의 중요성을 역설하였다. 또, 피해자들을 속게 만드는 기망의 확신요소인 컨빈서(convincer)의 기능과 종류에 대해 소개하고, 팀뷰어(team-viewer)라는 원격조종 애플리케이션이 ‘가로채기’ 기능을 통해 보이스피싱의 확신요소(컨빈서)로서 작동하고 있는 현실과 이에 대한 교육과 홍보의 필요성을 강조하였다. 또, 현재 각 기관별, 부서별로 파편화, 분절화 되어 있는 사기방지 대응체계의 한계와 대면편취형 보이스피싱 등을 포섭하지 못하고 피해금의 환급에만 초점을 맞춘 현행 통신사기피해환급법의 문제점을 지적하였다. 사회적 자본인 공적 신뢰를 붕괴시키는 보이스피싱 등 악성 민생사기범죄에 대하여 국가가 체계적이고 종합적인 대응을 할 수 있도록 경찰청에 영국의 사기정보분석국(NFIB)처럼 사기방지 컨트롤 타워를 설립, 진화하는 사기범죄 트렌드 변화를 분석, 선제적인 대응을 할 수 있도록 하는 가칭 ‘민생사기방지 특별법’의 제정을 제언하였다.

Voice phishing is a representative malicious scam that destroys the livelihood of the public, and the scale of damage continues to increase despite the responses of related organizations. The suffering of the common people, as a result of which, is not only economical loss, but also depression, pro-personal horror, and suicide. This study emphasized the importance of customized anti-fraud education using victim profiling by analyzing the status of voice phishing damage and the main characteristics of victims. In addition, it introduces the functions and types of the convincer, which is the convincing factor of deception that deceives victims, and the remote control application called team-viewer uses the interceptor function to convince the voice phishing factor. Furthermore, this study emphasized the reality that is operating as a convener and the need for education and publicity. In addition, the current study pointed out the problems of the current telecommunications fraud damage refund law, which focuses only on reimbursement of damages without being able to cover the limitations of the fraud prevention response system, which is currently fragmented and segmented by each agency and department. Fraud prevention control tower should be established at the National Police Agency like the UK s Fraud Intelligence Bureau (NFIB) so that the state can systematically and comprehensively respond to malicious civil-life frauds such as voice phishing that destroy public trust, which is a social capital. It was proposed to enact the tentatively named ‘Citizens’ Fraud Prevention Special Act to analyze changes in crime trends and take preemptive responses.
