강원도 노인복지관 프로그램 담당자의 프로그램 개발 경험에 관한 사례 분석

An Analysis on the Case of Program Development Experiences of Gangwon-do Senior Welfare Center Managers

본 연구의 목적은 강원도 노인복지관 프로그램 담당자의 프로그램 개발 경험의 사례를 분석하는 것이다. 연구대상은 강원도 노인복지관 14개 기관 중 프로그램 담당자 10명이며, 2020년 10월 한 달 동안 심층 면담을 진행하였다. 연구 문제는 ‘노인복지 프로그램 담당자의 프로그램 개발 경험은 어떠한가?’이다. 연구 결과, 첫째, 노인에 대한 편견과 고정관념이 강한 것으로 나타났다. 둘째, 노인 참여 프로그램임에도 노인의 욕구를 고려하지 않는 것으로 나타났다. 셋째, 노인 참여 프로그램에 대한 본질적인 이해가 매우 부족한 것으로 나타났다. 넷째, 프로그램 내용에 대하여 프로그램 참여자, 기관장, 지역사회의 권력 있는 관계자로부터 끊임없는 압력을 받고 있었다. 다섯째, 프로그램 개발 담당자의 욕구를 반영한 교육과 기관 담당자 간 네트워크의 구축이 매우 부족한 것으로 나타났다. 본 연구의 결과는 노인복지 프로그램 개발에 대한 본질적 접근과 방향을 제시함으로써, 궁극적으로는 프로그램의 질적 향상을 도모하기 위한 것이다.

This study aims to analyze the case of the program development experiences of the program manager at Gangwon-do Senior Welfare Center. The subjects of this study were 10 persons who is in charge of program development among 14 institutions in Gangwon-do Senior Welfare Centers, and in-depth interviews were conducted for one month in October, 2020. The research question was ‘How is the program development process of the program development manager?’. As a result of the study, first, it was found that the prejudice and stereotypes toward the elderly are strong as ‘the elderly are objects to care rather than communicate’. Second, it opened a one-sided program which was not related to the needs of the elderly. It indicates that the elderly participation program does not consider the needs of the elderly. Third, the fundamental understanding of the elderly participation program was very insufficient due to the lack of expertise of the elderly welfare program development manager. Fourth, the contents of the program were under pressure from program participants, agency heads, and powerful officials in the local community. Fifth, due to a super vision which lacks present sense and lack of communicaion between institutions, it was found that the education reflecting the needs of program development manager was insufficient. And the establishment of a network between institutional managers was not well formed. The results of this study can be used as basic data to seek to improve the quality of the program by presenting the essential approach and direction for the development of the elderly welfare program.
