발달장애인 개인별지원계획 수립 절차와 내용에 대한 비판적 고찰: 사례관리 실천과정 적용

A Critical Review of the Procedure and Contents of Establishment of Individual Support Plan for Persons with Developmental Disabilities: Application of case management practice course

본 연구는 발달장애인개인별지원계획의 수립 절차와 내용을 사례관리의 실천과정을 적용하여 분석하였다. 즉 사례관리의 단계별 수립 내용과 비교하여 발달장애인개인별지원계획의 단계별 내용을 비교분석하여 그 한계를 도출하고 이를 통해 개선방안을 제시하였다. 분석대상과 방법은 보건복지부에서 발행한 발달장애인지원센터 사업안내에 수록된 개인별지원계획을 사례관리 실천과정을 적용하여 분석하였다. 분석결과 첫째, 초기단계에서는 동의 및 계약절차에서 차이가 있었다. 둘째, 사정단계에서는 장애물 사정내용에 있어 차이를 보였다. 셋째, 목표 및 계획수립단계에서는 목표설정 과정에 클라이언트를 참여시키는 지 여부에 차이가 있었다. 넷째, 실행 및 점검단계는 자원개발과 직접 실천에서 차이가 있었다. 마지막 종결단계에서는 평가와 사후관리에서 차이를 보이고 있었다. 이러한 결과를 토대로 개인별지원계획의 각 단계별 개선방안을 제안하였다.

The purpose of this study is to suggest the improvement method of the individual support plans establishment process and contents focusing on the step-by-step establishment procedure and content applying the practice process of case management. The analysis targets and methods were analyzed by applying the case management practice process suggested by Sungcheon Kim et al. to the individual support plan included in the project guide for the developmental disability support center issued by the Ministry of Health and Welfare. As a result of the analysis, first, there were differences in consent and contract procedures in the initial stage. Second, in the assessment stage, there was a difference in the content of obstacle assessment. Third, there was a difference in whether or not the client was involved in the goal setting process in the goal and planning stage. Fourth, there was a difference in resource development and direct practice in the execution and inspection steps. In the final stage, there was a difference in evaluation and follow-up management. Based on these results, improvement measures for each step of the individual support plans were proposed.
