보훈복지의료 지역사회 통합돌봄 정책 모형 연구

A Study on the Community Care Policy Model for Veterans Welfare Medical Services

이 연구의 목적은 국가보훈대상자를 위한 지역사회 중심의 보훈복지의료 지역사회 통합돌봄 정책 모형을 도출함에 있다. 정부는 2018년 커뮤니티 케어 정책을 도입하고 국정 과제인 지역사회 통합돌봄 사업을 추진하여 돌봄이 필요한 고령자의 안정된 생활을 지원하는 사회적 돌봄과 사회서비스 제도를 확대하고 있다. 그러므로 사회보장체계에서 우선적인 예우의 대상인 국가보훈대상자를 위한 사회적 돌봄 정책이 통합적인 서비스로 전환되는 견실한 보훈복지의료 서비스 전달체계를 필요로 한다. 따라서 한국의 보훈복지의료 체계를 분석하고, 복지국가의 통합적 케어 정책의 변화를 고찰하여 보훈복지의료 지역사회 통합돌봄의 기본 원리와 정책 모형을 도출하고자 하였다. 이에 국가보훈대상자의 평생사회안전망 보장을 위하여 지역사회 통합돌봄 정책 기조에서 맞춤형 통합돌봄 서비스를 제공할 수 있는 보훈복지의료 지역사회 통합돌봄 정책 모형을 제시하고 보훈복지 거버넌스의 과제를 제언하였다.

The purpose of this study is to come up with a community care policy model for veterans welfare medical services. The government introduced the community care policy in 2018 and is expected to implement the community care service as part of the government project to expand the social care and services intended to ensure the stable livelihood of senior citizens in need. It requires a solid delivery of welfare medical services for veterans in the process of converting the social care policy for veterans eligible for preferential treatment to the integrated services. Against this backdrop, the study aims to propose the basic principle and policy model for community care for veterans care by analyzing the Korea s veteran welfare medical care system and reviewing integrated care policies of the welfare state. For this, the study has presented a community care policy model that enables customized integrated care for veterans as part of the community care policy to ensure the lifelong social safety net and proposed a task of welfare governance accordingly.
