체육계 학교폭력과 대응에 대한 고찰 및 제언

Discussion and suggestions on school violence and its response in the sports field

이 연구의 목적은 체육계 학교폭력 문제의 해소와 근절을 위해 관련 개념과 현상을 이해하고, 통합적 문제해결 방향을 제안하는 데 있다. 이를 위하여 본 연구는 학교폭력 문제의 의미, 발생유형, 그리고 최근의 학교폭력 미투 운동의 전개 양상과 그 쟁점을 고찰하였다. 나아가 폭력의 발생 배경을 서사적이고 문화적인 관점에서 고찰하여 해결의 방향을 제안하고자 하였다. 또한 이 연구는 폭력 근절을 위한 현실적 범위는 법제도 및 스포츠 기본권 확장의 영역으로 제한하였고, 최종적으로 문제해결의 방향성을 제언하였다. 체육계 학교폭력은 조직적이고 폐쇄적이며, 장기적이고 위계에 의해 발생하는 복합적인 특성을 보인다. 체육계 학교폭력의 발생 원인은 크게 시대적 원인과 지배가치의 원인을 중심으로 고찰하였다. 그리고 그 발생 원인에 대한 국가적인 대응 방안으로 법 제도의 개선 노력, 그리고 스포츠인권 및 기본권의 강화가 있음을 확인하였다. 이러한 원인과 대응을 배경으로 한 구체적인 법 제도적 노력을 확인하였다. 본 연구는 종합적인 고찰을 통해 체육계 폭력의 문제를 해결하기 위해서 크게 세 가지의 노력이 선행되어야 함을 확인하였다. 첫째, 명칭은 중용하지 않으나 법률의 정비, 둘째, 스포츠인권 및 기본권의 확립, 셋째, 제도의 정비 및 행정력 투입이다. 물론 이 외에도 다양한 노력이 병행되어야 할 것이겠으나, 가장 중요한 것은 우리 모두의 체육에 대한 가치관의 변화와 공동체의 연대 의식을 고취하는 것이다.

The purpose of this study is to understand the related concepts and phenomena and to propose an integrated problem-solving direction to solve and eradicate the problem of school violence in sports field. For the purpose of this study, this study comprehensively examined the meaning of the school violence problem, the type of occurrence, and the recent development of the school violence melee movement and its issues. Furthermore, the cause of violence was examined from a narrative and cultural view point to suggest the direction of resolution. In addition, this study limited the scope of realistic analysis for the eradication of violence to the areas of legal system and basic sports rights expansion, and finally suggested the direction of problem solving. School violence in elite sports is structured, closed, long-term, and has a complex nature caused by hierarchies. The causes of school violence in the sports field were reviewed mainly on the causes of the times and the dominant value. In addition, it was confirmed that there were efforts to improve the legal system and strengthen the human rights and basic rights of sports as national countermeasures to the cause of the occurrence. Based on these causes and responses, specific legal and institutional efforts were confirmed. This study suggested that three major efforts should be preceded in order to solve the problem of sports violence through a comprehensive review. First, the improvement of the law, second, the establishment of sports human rights and basic rights, and the third, the improvement of the system and the input of administrative power. Of course, various efforts must be done in parallel, but the most important thing is to change the values ​​of all of us toward sports and to inspire a sense of solidarity in the community.
