국제스포츠교류협력 전담 체계 구축 방향 고찰

A Critical Review on an Establishment of the Professional Systems for the International Sport Cooperation

우리나라 체육정책에 있어 국제스포츠교류협력의 영역은 기존 엘리트체육 중심에서 점차 생활체육, 학교체육, 장애인체육의 전 영역으로 확대되고 있고, 단순한 양자간의 교류에서 다자간 교류와 협력을 포괄하면서 외교부나 통일부와 같은 타 부처 정책과의 연계와 소통의 수준이 지속적으로 고도화되는 추세이다. 높아지는 전문성에의 부응을 위한 전담기관의 필요성이 요구되는 실정임에도 불구하고, 여전히 이를 위한 논의는 여러 정책적 여건으로 인해 활성화 되지 못하고 있다. 이러한 상황은 현행 정책을 추진하는 각 조직의 역할과 기능을 효율적 조율기관의 부재로 담당 부서 간 업무공유 및 협력체계의 구축의 미비에 따른 문제점을 야기한다. 본 연구는 이와 같은 국내 국제스포츠교류협력의 정책 추진체계와 사업 특성과 같은 현황 분석을 기반으로 한 문제점을 적시하고, 이를 해결하기 위한 방법론으로서 선진국의 국제스포츠교류협력 정책 조직 기관의 현황과 활동 사례를 살펴봄으로써 어떤 방식의 국제스포츠교류협력의 추진체계가 정책적 효율성과 효과성을 담보하기에 적합한지를 살펴보고자 한다. 이를 통해 도출된 주요 논제로 특히 국제스포츠교류협력의 전담 기구의 설립에 대한 논의의 필요성과 타당성에 대해 고찰하고자 한다. 여기에는, 엘리트체육, 생활체육, 장애인체육, 학교체육 및 스포츠산업의 영역 모두 국제스포츠교류협력의 전문성을 필요로 하는 사업들을 추진하고 있으며, 이에 따라 향후 국제스포츠교류협력 관련 사업의 정책적 확장성을 고려해야 한다는 전제가 따른다. 따라서 다음과 같은 조직체계의 구축 방안이 제안된다. 첫째, 국제스포츠교류협력 추진체계를 구축하기 위한 전문 기관의 성격은 국제스포츠교류협력의 방향설정과 대통령위원회, 국무 총리실 등 현재의 기관별 역할 분담을 중심으로 조정해야한다. 둘째, 중장기 국제스포츠교류협력 정책의 로드맵을 수립하여 정책의 비전과 방향을 제시하고 관련 부처와의 협의를 통해 정책 자원을 배분하는 역할을 할 필요가 있다. 또한 국제스포츠교류협력 정책 거버넌스의 선진화를 위한 발전적인 조직체계 구축 방안을 제시하고 향후 국제스포츠교류협력 관련 사업의 정책적 확장성을 주시하고자 한다.

The purpose of this study is to look at the current status and activity cases of the international sports policy organizing bodies of the advanced sports countries and to draw up the findings of the analysis for policy application that is appropriate to the actual situation of our country. The subjects of the study were experts with more than three years of research experience in relation to foreign sports policies and sports exchanges. The method was conducted with semi-structured face-to-face interviews and the third session was conducted in a meeting format. The analysis was conducted using NVivo10 as a method of content analysis and critical discourse analysis. Considering whether the system of international sports exchange and cooperation is suitable to ensure policy efficiency and effectiveness, we wanted to examine the basement of issues such as the necessity of professional organizations of international sports exchange and cooperation were needed. Firstly, since a professional organization is needed to establish a system for promoting international sports exchanges and cooperation, it should adjust the direction of international sports exchanges and the division of roles by institutions, such as the Presidential Committee or the Prime Minister s Office, focusing on the functions of decision and budget execution. Secondly, it is necessary to establish a blueprint for mid- and long-term international sports exchange and cooperation to present the vision and direction of the policy and to play a role in allocating policy resources through consultation with the relevant ministries in the event that the area of international sports exchange and cooperation itself continues to expand. The framework of the assessment plan must also be devised when such a policy is explored to ensure the improvement of the quality of the policy implementation through post-assessment after implementation.
