체육인 일자리 확대를 위한 법･제도적 개선 방안

Legal and Institutional Improvement to the Job Expansion of Sportsman

체육인의 일자리 창출 및 확대를 위한 법･정책을 수립할 때 의사결정권자가 일자리에 대해 어떠한 가치와 철학을 지니고 있는지는 일의 우선권에 영향을 미칠 수 있기 때문에 상당히 중요하다 할 수 있다. 이에 본 연구는 의사결정권자가 체육인의 일자리를 고민할 때는 심화된 불평등한 상황을 제고하는 측면과 그리고 우리에게 도전하고 있는 미래 산업 환경에 대처하는 측면에 선택과 집중을 투입해야 함을 강조하고 있다. 따라서 본 연구의 목적은 체육인의 일자리 확대를 위해서 사회경제적인 관점에서 누구의 주도하에 어떠한 정책이 필요하고 법이 개정되어야 하는지 제안하는데 있다. 이러한 연구목적을 달성하기 위하여 다음과 같은 연구문제를 설정하였고, 이러한 문제에 대한 해답을 찾고 논리를 제공하기 위하여 문헌들을 고찰하였다; ‘일자리를 생각하는 관점’, ‘누가 체육인의 일자리 문제를 해결할 것인가?’, ‘체육인을 위해 어떤 일자리를 확충해야 하는가?’, ‘체육인 일자리 확대를 위한 법령 개정’. 이러한 논의를 통해 다음과 같은 결론을 얻었다. 체육인의 일자리를 확대하기 위해서는 상당 기간 동안 정부가 리더십을 지닌 정책추진의 핵심주체가 되어 강력하게 기능을 행사하도록 하고 점차적으로 비영리조직에서 체육인의 일자리를 확대해 나갈 수 있도록 한다. 또한 정부는 일자리 정책을 수립함에 있어 경제적불평등 해소를 목표로 두고 정규직인 ‘완전고용’과 일자리를 얻은 사람이 가난으로부터 탈출할 수 있도록 ‘합리적인 임금제도’를 수행하여야 한다. 체육인의 일자리는 구체적으로 사회안전망 차원에서의 일자리, 감성적 교류와 체육의 가치를 전달할 수 있는 일자리, 그리고 제4차 산업혁명에 대비한 선택과 집중이 투여된 일자리를 확대하여야 한다. 더불어 이를 뒷받침 해줄 「체육시설의 설치･이용에 관한 법률」 「국민체육진흥법」 「학교체육진흥법」 「기간제 및 단시간근로자 보호 등에 관한 법률」 등을 개정하여야 한다.

It can be said that the values and philosophies of a decision maker in establishing laws and policies for creating and expanding jobs for sportsman is of considerable importance because they affect their priorities. When decision-makers are agonizing over the jobs of sportsman, they stress the need to put their choice and focus on improving the inequality and dealing with the future industrial environment that is challenging us. Therefore, the purpose of this study is to suggest, from a socio-economic perspective, what policies are needed and the laws should be revised in order to increase the number of jobs for sportsman. Achieving these research objectives has set up the following research problems, and cited literature to find answers to these problems and provide logic: View on Work , Who Will Solve the Job Problems of Sportsman? What Jobs Should be Expanded for Sportsman? and Revisions for the Expansion of Sportsman Jobs . These discussions resulted in the following conclusions: In order to expand the jobs of sportsman, the government for a considerable period of time should be a key player in policy promotion with leadership, enabling them to exert strong functions and gradually expand the jobs of sportsman in non-profit organizations. In addition, the government should implement a full employment for full-time workers and a reasonable wage system for those who have gained jobs to escape poverty, with the aim of resolving economic inequality in establishing job policies. In particular, 「the Act on the Establishment and Use of Sports Facilities」 「the Act on the Promotion of National Sport Act」 and 「the Protection of Short-Term Workers」 should be amended to provide more jobs with choice and concentration for the fourth Industrial Revolution, jobs that can convey the value of emotional exchange and physical education, and jobs at the level of the social safety net to support them.
