중국 피겨스케이팅 발전을 위한 법정책적 쟁점

A Political Proposal for Improvement of Progressive Changes in China Figure Skating Industry

중국은 스포츠강국이며 겨울스포츠에서도 마찬가지로 역량을 발휘하여 왔다. 중국정부의 전폭적인 지원과 중국국민들의 피겨스케이팅에 대한 관심이 오래 전부터 지속되어 왔기 때문에 중국은 피겨강국이 되었다. 그러나 아직 피겨스케이팅분야에서 해결해야 할 여러 제반문제들이 존재함은 주지의 사실이다. 따라서 법제도적인 해결방안을 모색함으로써 중국 피겨스케이팅분야에서 중국이 나아가야 할 긍정적인 변화 내지 개선방안을 연구하는 것이 본 논문의 핵심이다. 우선 제2장에서 중국 피겨스케이팅의 현황을 설명하기로 한다. 중국 피겨스케이팅에는 여러 근본적인 법제도적 쟁점이 존재하고 있기 때문에 제3장에서는 이를 구체적으로 접근하기로 한다. 현존 문제점은 크게 두 가지 분야로 나뉘게 되는데 후진양성시스템이 아직 공고하게 확립되지 않은 것과 유망주 육성시스템이 개선이 요구되는 것이 그것이다. 그러나 위에 언급한 것을 제외하고 우리는 몇 가지 개선해야 할 과제를 고찰하여야 한다. 그것은 다음과 같다. 피겨스케이팅 등 겨울스포츠를 포함한 패키지 관광투어프로그램의 활성화, 피겨스케이팅 등 겨울스포츠장비용품제조회사 등 여러 가지 캐릭터산업의 적극적인 육성, 피겨스케이팅을 배우려는 꿈나무 유망주들의 발굴 및 적절한 시스템에 의한 체계적인 육성, 겨울스포츠경기장의 대폭적인 설립 및 서비스 강화 등이 그것이다. 이러한 정책들이 현실화되면 중국 피겨스케이팅의 법제도적인 체제 및 발전을 위한 정책실행능력이 강화될 것이다. 겨울스포츠의 꽃인 피겨스케이팅에 대한 중국국민들의 관심 증가는 공정한 스포츠정신에 대한 보다 친근한 접근과 함께 피겨스케이팅을 통해 적절한 신체적 또 정신적 능력의 함양에도 기여하는 바가 클 것이다.

China has a sports power in the world, and so do winter sports. China government gave full support, and China people became interested in figure skating from long time ago, China figure skating made great strides. But we still must seek good solution in this field continuously. So through considering their legal institution frame, I’m going to try to study improvement of progressive changes in China figure skating field. First of all, I would like to explain current status of China figure skating in the second chapter. And there exists a few fundamental institutional issues in the China figure skating, so the third chapter dash in the detail. That is categorized into two parts, unestablishment of training the upcoming generation and training rising star system. But except the above-stated, we must formulate a few policies for implementation. In a concrete way, it seems like this: pushing ahead with boost the winter sports tourism, pushing ahead with boost the winter sports equipment manufacture industry, reinforcement of the developmenting winter sports human resource, reinforcement of establishing winter sports stadium and their service capability etc. These policies actualized, then China figure skating their institutional capabilities will be strengthen, through improvement of China people their interests in the winter sports field, it will contribute to the development of a sound mind and body.
