일본의 스포츠청의 설치와 스포츠법정책에 관한 고찰

A Study on Sports Agency and Sports Policies in Japan

본 논문은 일본의 스포츠기본법의 주요내용과 스포츠청이 추진하는 스포츠정책에 대해서 분석하고 있다. 스포츠기본법은 전문에서 스포츠는 세계공통의 인류의 문화이고 스포츠를 통해서 행복하고 풍요로운 생활을 영위하는 것은 모든 사람들의 권리라고 선언하고 있는데 이러한 스포츠기본법의 기본이념이 어떠한 의미를 가지고 있는지 서술하고 있다. 일본의 스포츠청은 스포츠기본계획에서 규정하고 있는 스포츠정책을 추진하기 위하여 창설된 스포츠행정기관이다. 스포츠청의 조직과 소관업무, 역할, 특징 등을 소개하고, 일본의 스포츠정책이 스포츠청 설립 후에 어떻게 변화되어 왔는가를 먼저 분석한 다음에 이를 바탕으로 스포츠청이 중점적으로 추진하는 9개 정책의 내용과 문제점을 검토하였다. 본 연구는 문헌연구를 중심으로 하면서 일부 비교법적 연구도 병행하여 일본의 스포츠청과 우리나라의 문화체육관광부를 비교연구하고, 일본의 스포츠정책과 우리나라의 스포츠정책을 비교연구하여 우리가 어떠한 시사점을 얻을 수 있는지에 대해서도 서술하였다.

The paper analyzes the main content of the Japanese Sports Fundamental Law and the sports policy pursued by the Sports Agency. The Sports Fundamental Law states that sport is the universal human culture in the world and The Leading a happy and plentiful life through sports is the right of everybody. The paper studies about what the fundamental principles of the Sports Fundamental Law are. The Sports Agency is a sports administration agency to promote the sports policy stated in the Sports Basic Plan in The Sports Fundamental Law. The paper introduces an analysis of the organizational structure, affairs, role, characteristics. And The paper analyzes how the Japanese Sport Policy has been changed after the establishment of the Japanese Sports Agency. The paper studies the details of the nine polices that Sports Agency carries forward in priority. Focusing on literature research, however, some comparison studies are carried out about the Japanese Sports Agency and Korea Ministry of Culture and Sports and Tour. And some comparison studies are carried out about the Japanese Sports Policy and Korea Sports Policy. Finaliy The paper states what can we obtain through this comparing studies.
