대학스포츠 운영규정 제정을 위한 실태조사

Research on the Actual Condition for Enacting the Operational Regulation of Collegiate Sport

본 연구는 향후 한국대학스포츠총장협의회가 대학스포츠를 정상화하기 위하여 특정 운영규정이 필요하다는 전제하에, 현재 대학스포츠가 어떻게 운영되고 있는지 그 실태조사를 하고 이러한 고찰을 근거로 향후 운영규정에 담겨야 할 중요한 안건을 제안하고자 한다. 이러한 연구의 목적을 달성하기 위하여 조사연구와 문화기술연구를 수행하였다. 조사연구를 수행하기 위하여 설문지를 사용하였고 문화기술연구를 수행하기 위하여 심층면접을 하였다. 우선 조사연구에서 연구참여자는 2012년 11월 23일 전국대학 경기지도자 워크샵에 참여한 회원대학의 관련자들로 하였고 총 52명으로부터 설문지를 받았다. 수집된 자료는 SPSS WIN Ver. 18을 사용하여 빈도분석과 교차분석을 실시하였다. 문화기술연구를 위하여 3개의 회원대학 감독과 심층면접을 실시하였다. 자료분석을 통해 내린 결론은 다음과 같다. 우선 한국대학스포츠총장협의회는 회원대학을 총괄하기 위하여 기본원칙을 표준운영규정에 포함시켜야 한다. 즉 협의회는 회원대학을 관리·감독하는 책임을 지닌다. 회원대학은 협의회의 규정을 준수하여야 하며, 정기적인 기관평가를 받아야 한다. 또한, 회원대학이 되기 위해서는 위한 조건으로는 우선적으로 해당 종목의 시설을 갖추고 있어야 하며, 학생선수의 학습권을 반드시 보장해야 하며, 입회비 및 연회비를 납부해야 한다. 그리고 표준운영규정에는 대학 학생선수의 학습권을 보장하는 구체적인 내용, 운동부 조직구성, 해당 종목에 필요한 시설, 예산 및 마케팅활동, 학생선수 선발, 윤리교육, 지도자고용, 그리고 분쟁에 관한 내용을 포함시켜야 한다.

Based on premise the Korea University Sport Federation needs specific Operational Regulation to normalize the collegiate sport in Korea, this study was conducted to examine the current operational state, and to suggest important agenda for future operational regulation. In order to achieve the purpose of study, survey research with questionnaire and ethnographic research with in-depth interview were performed. In survey research, athletic coaches and administrators who participated at the workshop of athletic coaches across the nation were decided as a study subjects in November 23, 2013. A total of 52 surveys were used for data analysis. With the collected data, frequency analysis and cross-tabulation analysis were performed for verification using SPSSWIN Ver. 18. For ethnographi research, 3 head coaches from basketball, soccer, and volleyball participated for in-depth interview. The conclusions were as follows: The Federation should include the basic principles in the Standard Operational Regulation to handle member universities. The Federation has responsibility to manage and supervise member universities. Member universities should abide by Federation Regulation and is periodically evaluated by Federation. To be member, university should equip with the relevant sport facility, guarantee rights of learning for student athletes, and pay annual fee for membership and enrollment fee. The Standard Operational Regulation should include guarantee of rights for learning, athletic organization, relevant sport facilities, budgets and marketing activities, selection of student athletes, education of ethics, employment of coaches, and dispute.
