4대강 사업과 수변공간을 이용한 체육시설 설치에 관한 법제도적 고찰

Legislative Consideration on the Creation of Environment-Friendly Waterside Space in Accordance with the Four Major Rivers Restoration Project

이제 녹색성장은 정부의 정책기조로 다양한 분야에서 적극적으로 추진되고 있다. 녹색 뉴딜사업의 추진방안은 잠재적 성장동력 뿐만 아니라 일자리창출 등 구체적 성과를 얻을 수 있는 정책으로 발전해 나가고 있다. 이에 스포츠분야에서도 다양한 방안을 모색하여 녹색성장과 관련된 이벤트와 녹색관광과 연계한 스포츠관광 등 친환경적 여가활동 및 녹색성장을 실현하고자 다양한 문화전략을 펼치고 있다. 특히 녹색성장의 일환인 4대강 정비사업을 통한 수변공간의 활용은 저렴한 비용에 국민들에게 생활스포츠 활동 공간을 제공할 수 있다는 점은 체육부분에 있어서 이번 사업이 큰 장점으로 부각될 것이다. 이에 아래에서는 4대강 사업과 수변공간을 이용한 체육시설의 설치에 관한 내용을 중심으로 관련 내용을 검토하고 법제도적인 고찰과 함께 개선방안으로 제시하고자 한다.

A part of such strategies is to build capacity in sports sector by creating environment-friendly waterside space in accordance with the Four Major Rivers Restoration Project. This specific initiative needs further and wider support because promoting environment-friendly leisure and sports activities is clearly consistent with the Government s efforts to nurture and expand the role of sports as a vehicle for low-carbon and environment-friendly growth initiatives (in the cultural sector). Against this background, this paper first reviews the basic concepts surrounding green growth strategy, sports event, and sports tourism, and then proposes a sports events promotion scheme focusing on the creation of environment-friendly waterside space in accordance with the Four Major Rivers Restoration Project. This paper also deals with issues regarding legislative support for green sports.
