Local Ownership in Donor Funded Development Projects: A Case of Papua New Guinea

파푸아 뉴기니의 농촌 지역개발사업에 있어 지역참가자들의 주인의식은 농촌개발사업과 장기간 농촌개발의 지속가능성을 달성하기 위해 필수적이지만, 많은 원조사업 단체들에서는 찾아보기 힘들다. 본 연구는 지역참가자들의 주인의식이 파푸아뉴기니의 원조개발사업에 미치는 경제적 요인을 살펴본다. 또한 자본주의 이념이 어떻게 개발에 부정적 영향을 미치는지를 알아본다. 자본주의 이념은 지역 참가자들 사이에서 소유권을 이끌어내 지속가능 한 농촌개발사업을 시행하는데 영향을 미친다. 본 연구는 자본주의의 경제개발이론을 통하여 농업개발사업의 주인의식에 장애물이 되는 농촌 파푸아뉴기니의 사회경제환경을 분석하며, 또한 지역 참가자들의 주인의식을 끌어낼 수 있는 방법을 제안을 한다.

Local participants’ ownership of rural Papua New Guinea’s community development projects is essential to achieve sustainability of rural development projects and long-term rural development. And yet it is elusive for many project donor agencies. This study looks at the economics of local participant’s sense of ownership in contributing to the sustainability of donor-funded development projects in Papua New Guinea. It also explores how capitalist ideals can negatively affect development. Capitalist ideals impinge on the avenues available to elicit ownership amongst local participants to achieve sustainability of rural development projects. The study uses the economic development theory of Capitalism to analyze the socio-economic environment in rural Papua New Guinea in relation to the hindrances to ownership of rural development initiatives. It also presents some suggestions on generating local participant ownership.
