Origin, Current Situation and Developing Tendency of the Sports Lottery Regulation in China

中国政府对于体育彩票业的立法已逐步趋于完善，2009年颁布施行的《彩票管理条例》对中国彩票业的发展具有重要的意义。作者通过分析体育彩票法律规制的起源和现状，指明：增加体育彩票的种类、转变彩票业的发行机制、提高立法层级，是中国体育彩票业立法的发展趋势。

The regulation of sports lottery industry in China has been gradually improved. In 2009，the “Lottery Regulations” was promulgated, and has an important significance on China’s lottery industry. By analyzing the origin and current situation of the legal regulation, the author indicates that the legislating trends of China’s sports lottery are enriching the types of the sports lottery, changing the mechanism and rising legislation level.
