中国体育彩票法律制度若干问题研究

Research on Legal System of Chinese Sports Lottery

2009年，中国《彩票管理条例》的颁布和施行开启了对体育彩票进行依法统一规制的新篇章，从此中国体育彩票的发展进入良性发展阶段。但在确立竞争性的发行体制、规范的销售机制、有效的监管体制等方面仍有不少问题需要解决。本文试图考察体育彩票在发行、销售、监管等环节中的一系列法律问题并提出相应的解决方案。

In 2009 the “Lottery Regulations” was promulgated, which has great importance on the legal regulation of sports lottery. However, there is much room for the establishment of competitive distribution system, legitimate sale mechanisms and perfect legal regulations. In this paper, we not only analyze legal issues in distributions, sales and regulations but also find plans to settle them.
