국제스포츠행사시 테러범죄 위협의 안전대책에 관한 연구

Research on the Security measure from the terrorism threat at the international sporting event: Focusing on the military organization

인류에게 화합과 평화를 이끌 수 있는 좋은 수단 중의 하나는 스포츠(sports)라고 할 수 있다. 스포츠는 현대 사회에는 국제행사의 규모로 발전하였으며 올림픽, 월드컵 등 다양한 형태를 보이고 있다. 이러한 국제스포츠행사시 정치, 이념, 종교 등의 목적에 의한 테러범죄가 발생하기에 그 위협은 크다고 할 수 있다. 이에 국제스포츠행사시의 군조직의 안전대책을 모색하기 위해 군인을 중심으로 인식 분석을 실시하였다. 그 결과는 다음과 같다. 첫째, 테러범죄 인식경로, 테러범죄 두려움 인식, 테러범죄에 대한 인식, 테러범죄 안전대책에 대한 필요정도는 응답자의 특성에 따라서 다르게 나타날 수 있다. 둘째, 군조직을 대상으로 테러범죄 유형과 피해실태에 관한 종합적인 정보들을 지속적으로 교육할 수 있도록 전문군사교육기관과 예하부대에서 지속적으로 교육할 수 있도록 거국적인 차원에서 관련 계획을 수립 및 집행할 수 있도록 해야 할 것이다. 셋째, 평소 군조직원들을 대상으로 직급별, 부대별로 차별적인 테러 관련 교육을 실시하되, 예방 및 대응조처 노력을 실시해야 할 것이다. 넷째, 군사전문교육기관의 피교육생 대상 교관으로 40대이면서 20년 이상의 근무 경력자를 교수요원으로 선발하여 테러범죄 관련 교육을 실시하게 된다면 보다 실질적인 교육내용을 전달할 수 있을 것으로 여겨진다. 다섯째, 국내 테러범죄에 대한 예방을 위하여 관련 법률에 대한 입법 추진은 물론 해당 정책이 제대로 실현될 수 있도록 전담기구의 설립이 조속히 추진될 필요가 있다고 본다.

Sports is one of the good measure to lead the reconciliation and peace to human. Currently, sports has been developed as international event and shown as various types like Olympics and World Cup. At this kind of international sports event, threat of terrors caused by politics, ideology and religion are substantial. Thus, research on the recognition for the security measure of the military organization has been conducted focusing on the military personnel and the results are same as below; First, route of recognition on terrorism, fear recognition on the terror, recognition of the terror and necessity level on the security measure for the terror could be differently detected by the character of answerers. Second, master plan at the national level should be established and educated for the type of terrorism and overall damage status at the military academy and at the military unit ceaselessly. Third, at the classified training by the military personnel’s level and their unit, prevention plan and reaction effort should be conducted. Forth, if the trainers at the military academy in their 40s experienced with more than 20 years get the training as the instructor at the terrorism, they could deliver the contents more practically. Forth, to prevent domestic terrorism, the exclusive organization to drive legislation of relevant law and the policy is necessary.
