일반적으로 스포츠조직은 자금을 많이 필요로 하는데, 그러한 자금은 주로 국가나 혹은 지자체의 예산으로부터 나오게 된다. 경우에 따라서는 스포츠 이밴트를 수행하기 위하여 스포츠조직은 스포츠배팅이나 스포츠내기와 같은 방법을 통하여 필요한 자금을 끌어들이기도 한다. 이러한 스포츠배팅 혹은 스포츠내기에 대해 상당히 많은 사람들이 중독되어 있지만, 지자체는 이에 대해 그다지 심각성을 인지하고 있지는 않다. 인도네시아에도 불법적인 복권을 포함해 다양한 형태의 스포츠배팅들 즉 토토 복권, 나로 복권, 로토 복권, 토토 코니 복권, 희망 복권(Undian Harapan), 사회공헌티켓(TSSB), 축구예상복권(Porkas Sepakbola), 스포츠 사회 쿠폰(KSOB), 사회기부공헌, 스포츠인기금(Damura), 마크넘 복권, 그리고 무료 축구 경기 복권 등이 있다. 이러한 스포츠배팅사업들은 순식간에 성공을 맛보기도 하며 또한 순식간에 망하게 되는 흥망을 경험해 왔다. 예를 들어, SDSB스포츠배팅 사업의 경우 1993년 지자체의 강력한 거부로 인해 결국 정부는 이 사업을 강제로 폐쇄하기도 하였다. 이러한 스포츠배팅 혹은 스포츠내기가 지니고 있는 문제점은 바로 이러한 것이 과연 합법적인가 혹은 아닌가 하는 점이다. 이러한 문제는 스포츠경기, 경주 혹은 경쟁 자체가 개인 혹은 어느 단체에 의해 행해지던지 간에 예측 불가능한 결과에 대한 일종의 내기이기 때문에 도박으로 인정되고 있어 결국 이러한 문제를 더욱 촉진시키고 있는 것이다. 다시 말해, 도박이라 함은 형사상 범죄행위라고 공식적으로 진술된 일종의 위법행위에 해당한다고 볼 수 있다. 본 연구에서는 직접적인 내기 혹은 스포츠내기와 같은 이러한 스포츠배팅이 과연 금지되어야 할 것인지 아닌지에 관하여 진술하고자 한다. 이러한 스포츠배팅이 인도네시아에서는 어떻게 수행되고 있는지 역시 살펴볼 것이다.

A sport organizing needs a great number of funds. Such funds may come either from the State Budget or the community itself. The sport betting and or sport gaming constitutes one the ways how to attract or take out the funds aimed at organizing any sport events. This sport betting and or any other sport gaming involves a great deal of people which are then being addicted to always perform such betting which is not rarely causing a communal restlessness. That was exactly an event ever happened in Indonesia. All such sport betting has endured its low and high tide, once reached its temporary glory and then died forever. The case of SDSB sport betting forcedly closed down by the Government due to a great deal of rejection of the community in 1993, was an deniable example. The question is whether or not such sports betting and or sport gaming is legalized by law. This question is relevant to put forward since amid the people, this sport betting is also recognized as a kind of gambling when the people do a betting upon any unpredictable result of sport games, race or competitions, either conducted individually or organized indirectly by any third party or corporate body. On the other words, the gambling is actually a kind of unlawful action formally stated as punishable criminal conduct.
