중증장애인 취업 지원을 위한 동료지원가 활동 사업 활성화 방안 연구

Revitalization Plan of Peer supporter Activities for employment support of the people with severe disabilities

본 연구는 중증장애인 취업 지원을 위한 동료지원가 활동 사업 운영의 어려움과 한계점을 살펴보고 사업의 활성화 방안을 제시하는데 연구의 목적이 있다. 이를 위해 동료지원가, 수행기관, 지자체 및 관련 전문가 등 29인을 선정하여 초점집단면접(FGI)을 실시함으로써 사업운영의 의미와 어려움 그리고 사업운영의 활성화 방안을 탐색하였다. 또한 중증장애인 취업지원 사업에 참여한 장애인 당사자 5인과의 심층면담을 통해 당사자 입장에서 바라본 취업지원 사업의 개선방안을 탐색하였다. 이러한 과정을 통해 도출한 연구결과는 다음과 같다. 첫째, 사업참여자들은 동료지원가 활동을 긍정적으로 인식하고 있었다. 하지만, 중증장애인 취업 지원사업에 대한 이해도, 동료지원에 대한 교육과 훈련의 부족으로 동료지원가 역량이 제한되어 사업운영이 힘든 것으로 나타났다. 둘째, 사업운영과 관련하여 동료지원가 급여체계가 비현실적이며, 정부기관 및 사업 수행기관들 간 의사소통 부족이 문제로 나타났으며, 사업 성과인 취업연계가 모호한 것으로 나타났다. 이에 따라 사업의 원활한 운영을 위하여 현실적인 예산지원, 동료지원가의 지속적인 교육 및 훈련, 수퍼바이저 역할정립과 지원, 정부기관과 사업수행기관 간 협력적 체계 구축이 필요한 것으로 나타났다.

The purpose of this study was to investigate revitalization plan of the employment support business for people with severe disabilities through peer supporter activities. To this purpose, this study progressed FGI with 29 persons and in-depth interviews with 5 persons. The research results derived through this process were as follows. First, the project participants positively perceived the activities of peer supporters. However, it was found that the ability of peer supporters was limited due to the lack of understanding of employment support project for people with severe disabilities and lack of education and training on peer supporert, making it difficult to operate the project. Second, in relation to project operation, the pay system for peer supporters was unrealistic, and the lack of communication between government agencies and project execution organizations was found to be a problem, and the connection to employment, which is the project outcome, was found to be ambiguous. Accordingly, it was found that realistic budget support, continuous education and training of peer supporters, establishment and supporter of supervisor roles, and establishment of a cooperative system between government agencies and project execution agencies were necessary for smooth operation of the project.
