중증장애인의 고용확대를 위한 생산품우선구매제도 지정기준 개선방안 연구

A Study on the Designation Criteria of the System on the Preferential Purchase of Products Manufactured for the Employment Promotion of Persons with a Significant Disabilities

이 연구는 중증장애인생산품우선구매제도가 중증장애인의 고용성과나 직무유지 등의 고용의 질을 향상시키는 성과가 있는 지를 알아보고자 한 연구로 이를 위한 연구방법은 사회감사법의 모니터링이며, 연구에서 나타난 결과는 첫째, 중증장애인생산품우선구매제도는 장애인과 중증장애인의 고용기회 확대라는 측면에서 성과가 있는 것으로 나타났으나 성과의 내용적인 측면에서는 매출액이나 우선구매 금액이 증가하는 수준에서 고용성과나 직무유지 등의 고용의 질적인 측면의 성과에는 문제가 있는 것으로 분석되었으며, 둘째, 우선구매 총액과 매출액이 상위의 지정시설이 오히려 하위인 시설보다 장애인과 중증장애인 근로자, 직무유지 율이 낮은 것으로 나타나 재지정 기준에 문제가 있는 것으로 나타났으며, 셋째, 지정시설의 다른 유형인 장애인복지단체와 장애인직업재활시설의 경우 장애인과 증증장애인 근로자 수와 지정시설 수는 장애인직업재활시설이 많은데 매출액과 우선구매 비율은 오히려 장애인복지단체가 많았으며, 장애인과 중증장애인 근로자 고용성과나 직무유지율도 장애인직업재활시설의 성과가 장애인복지단체 보다 큰 것으로 나타나 장애인복지단체의 지정기준에 문제가 있는 것으로 나타났으며, 넷째, 이 같은 결과가 나타난 것은 중증장애인생산품 시설 지정을 위한 적격성 기준이 장애인과 중증장애인 고용기회 확대라는 기준을 우선적으로 적용하기 보다는 생산설비나 관련 생산인력 배치 등의 직접생산 기준이 적용되고 적접 심사하는 과정에서 장애인과 중증장애인의 일자리에 대한 충분한 확인에 제한점이 있었기 때문인 것으로 분석되었다.

The purpose of this study is to examine the effect of the preferential purchase system of products manufactured for the persons with a signification. The research method is the monitoring of the social audit act and the results of the study are as follows, First, this system has the effect of increasing employment opportunities for the persons with a disabilities and persons with a signification but in terms of content, it was analyzed that there was a problem with the quality of employment or employment at a level where sales or preferential purchase performance increased. Second, it was analyzed that facilities with low priority purchase performance and sales rather have high quality of employment and employment. Third, it was analyzed that social purpose enterprise for the disabled, which are relatively lower than welfare organizations for the disabled with high priority purchase performance and sales, have higher quality of employment and employment. Fourth, the results were attributed to the fact that the eligibility criteria for designation were applied directly to production facilities and related production personnel, rather than the expansion of employment opportunities for the persons with a disabilities and persons with a signification.
