The Making of the ‘Reagan Democrats’: History from below of the Conservatization of American White Working Class since the 1970s

미국 현대사는 이중적인 시기이다. 한편으로 민권운동을 중심으로 한 진보적인 아젠다의 확장이 이루어지고 있었지만, 동시에 보수적인 흐름이 점점 에너지를 응축하고 있었다. 본 논문은 후자의 역사에 주목한다. 특히, 본 논문은 1960년대까지 리버럴한 정치 세력으로 간주되던 백인 노동계급의 보수화를 아래로부터의 시각으로 분석하기 위해 미국 사회에서 커다란 쟁점이 되었던 두 가지 사안, 즉 맥거버니즘과 세금 반란을 검토한다. 1972년 민주당 대통령 후보였던 조지 맥거번은 당의 전통적인 복지 정책, 즉 백인 노동자들에게 수많은 혜택을 주었던 정책을 고수하는 인물이었다. 하지만 맥거번은 “신정치”를 추구하는 과정에서 흑인, 여성, 동성애자 등을 위한 다양한 “정체성 정치”와 연대했는데, 이는 백인 노동계급이 민주당을 이탈하면서 보수주의 언어를 수용할 수 있는 여지를 넓히고 말았다. 백인 노동계급의 분노는 세금과도 직결되었다. 1978년 캘리포니아에서 통과된 주민발의안 13 지지자들은 자신들의 제안은 인종과 무관하며 단순히 재산세 인하를 목표로 한다고 주장하였지만, 발의안은 궁극적으로 흑인들을 위한 정책에 자신들이 낸 세금을 쓸 수 없다는 심리의 표현이었다. 이러한 세금 반란은 경제적 개인주의 언어를 통해 공공정책 시행을 위한 정부의 확장에 분명한 반대를 표시함으로써 1980 년대 보수주의의 가장 기본적인 정치 내러티브를 제공했다.

From the perspective of history from below, this article examines the conservatization of the white American working class by analyzing their experiences and consciousness of the McGovern debacle of 1972 and California’s Proposition 13 in 1978 that started a nationwide tax revolt . George McGovern, a Democratic presidential candidate, fueled a flight of white working class Americans from the Democratic Party because his “New Politics” represented an alliance with “identity politics” and new social movements for the black, women, and homosexual communities. White workers were also increasingly outraged by heavy property taxes. In particular, those who successfully reached middle class status in suburban neighborhoods internalized the discourse of conservatism by opposing their taxes being spent on blacks and minorities who, they thought, were poor because they were lazy and lacked work ethic. In opposition to the expansion of government through the languages of economic individualism, the tax revolt provided the most fundamental political narrative for the conservative movement in the 1980s.
