2019 개정 누리과정에 제시된 민주적인 유치원의 특징 내용분석 －민주적인 교육과정과 운영방식을 중심으로－

Content analysis of the revised national curriculum guidelines: Focusing on the characteristics of the ‘Democratic kindergarten’

본 연구의 목적은 개정 누리과정에 제시된 민주적인 유치원의 특징을 살펴보는 것이다. 이를 위해 개정 누리과정에 제시된 민주적인 교육과정과 민주적인 유치원 운영방식을 분석하였다. 본 연구의 대상은 교육부와 보건복지부(2019)에서 발간한 3종의 2019 개정 누리과정 현장 지원자료이다. 개정 누리과정에 제시된 민주적인 교육과정의 특징을 분석하기 위한 준거는 민주적인 교육내용(학습자 중심 교육내용, 민주시민 교육내용), 교사와 유아가 함께 만들어가는 교육과정(교사와 유아의 참여⋅협력형 교수학습 과정, 유아의 성장과 발달을 돕는 평가)으로 구성되어 있다. 개정 누리과정에 제시된 민주적인 유치원 운영방식의 특징을 분석하기 위한 준거는 구성원의 유치원 운영에 대한 의사결정 참여(교사, 학부모, 지역사회, 유아, 구성원 전체), 협력적 교육공동체 기반 교육과정 지원(교사, 학부모, 지역사회)으로 구성되어 있다. 본 연구의 결과는 다음과 같다. 누리과정에 제시된 민주적인 교육과정에 관한 내용은 교사와 유아가 함께 만들어가는 교육과정, 민주적인 교육내용 순으로 빈도가 높게 제시되어 있었다. 누리과정에 제시된 민주적인 유치원 운영방식에 관한 내용은 협력적 교육공동체 기반 교육과정 지원, 구성원의 유치원 운영 의사결정 참여 순으로 빈도가 높게 제시되어 있었다. 이러한 연구는 개정 누리과정에 제시된 민주적인 유치원의 특징을 분석함으로써 향후 연구될 누리과정 관련 연구에 시사점을 제공하는 것에 가치가 있다.

The purpose of this study was to analyze the characteristics of the ‘Democratic Kindergarten’ presented in the 2019 revised Nuri-curriculum guidelines. We analyzed the features of a democratic curriculum and ways to manage the democratic early childhood curriculum presented in the national curriculum guidelines. Three guideline books of the Nuri-curriculum published by the Ministry of Education and the Ministry of Health and Welfare (2019) were evaluated. The criteria for analyzing the characteristics of a democratic early childhood curriculum in the guideline books included ‘the democratic educational contents’ and ‘the curriculum co-created by teachers and children’. The other criteria for analyzing the characteristics of democratic curriculum management included the ‘members’ participation in the decision-making process’ and ‘community-based cooperative support for the curriculum management’. The results were as follows: First, democratic curriculum contents in the revised national curriculum guidelines were presented with the highest frequency in the order of ‘the curriculum co-created by teachers and children’ and ‘the democratic educational contents’. Second, the management of the democratic curriculum in the revised national curriculum guidelines were presented with the highest frequency in the order of ‘the community-based cooperative support for the curriculum management’ and ‘the members’ participation in the decision-making process’.
