국내 건설현장 외국인 작업자의 안전행동 요인분석

A Safe Behavior Factors of Foreign Workers in Construction Sites in the Republic Of Korea

1990년대부터 국내 건설현장 작업자의 구성은 단순노무직 위주로 외국인 작업자들로 대체되고 있으며, 2019 년 외국인 고용조사 결과에 따르면, 전체 외국인 취업자 수는 약 86만 3천명으로서 이중 건설업 취업자는 약 만5천명(11%) 수준으로 파악되고 있다. 내국인 작업자의 고령화로 인한 감소와 외국인 건설 작업자의 증가 추세는 건설현장의 고질적인 인력부족 문제를 해결해 준다는 점에서 건설 산업의 경쟁력 향상에 도움이 되는 건 사실이지만 외국인 작업자의 언어 문화적 차이와 서로 다른 직종과 공종이 산재된 건설현장에서의 의사소통 등의 문제로 안전관리 측면에서 심각한 위험요소에 노출되어 있으며 외국인 채용의 복잡한 절차와 인력 부족, 공사기간준수의 심리적 압박 등으로 불법 체류자 활용으로 노무관리 현안을 해결해야 하는 실정에서 본 연구는 외국인 작업자의 특성 및 문제점을 파악하고 국내 건설현장 외국인작업자들이 처한 고용 및 노동환경과 물리적, 심리적, 신체적, 언어 문화적, 교육적 요소 등을 고려하여, 안전의식 영향요인을 분석하고자 서울 경기도 소재의 대형 건설현장에서 근무하는 외국인 작업자 312명을 대상으로 연구모형 분석 결과 고용근로의 안전성이 증가할수록 안전행동의도도 증가함을 알 수 있었고, 주관적 재해위험에 미치는 영향과 비교해 볼 때 고용근로 요인은 외국인작업자만의 특이사항임을 알 수 있었다. 이를 통해 국내 건설기업들의 외국인 작업자의 안전사고 저감대책 제시를 위한 기초 자료를 제공하고자 한다.

For the composition of workers in the domestic construction sites since the 1990s, foreign workers have been substituted focusing on simple laborers. According to the result of the 2019 foreigner employment survey, the number of total foreign employees are about 863,000 persons. And among them, the number of employees of the construction industry is understood to be the level of 15,000 persons (11%). It is true that an decrease in domestic workers due to aging and a growing trend of foreign construction workers are helpful for competitiveness improvement of the construction industry in that they solve the chronic problem of manpower shortages in construction sites. However, foreign workers are exposed to serious risk elements in terms of safety management due to their linguistic and cultural differences and problems of communication in the construction sites that different professions and working types lie scattered. And pending issues of labor management should be solved by utilizing illegal aliens due to complicated procedures of employing foreigners, manpower shortages, mental pressure on meeting the construction period, etc. In this situation, this study tried to grasp foreign workers characteristics and problems and analyze influence factors of safety consciousness by considering employment and working environment, physical, psychological, physical, linguistic and cultural, and educational elements of foreign workers in the domestic construction sites. So the result which analyze research models targeting 312 foreign workers who work in the large construction sites located in Seoul and Gyeonggi-do can be found that the higher safety of employment labor is, the higher safety behavior intention is. Comparison of it with an effect on subjective hazard risk could be found that employment labor factors are foreign workers own special notes. The study tries to provide the basic data for presenting domestic construction firms measures to reduce foreign workers safety accidents.
