Path Dependence Analysis for The Post-High School Specialized Vocational Policy of Special Schools(Class)

현재 특수학교 또는 특수학급에서 집행되는 전공과 정책은 정체성 혼란에 직면하고 있다. 정체성 혼란은 전공과 정책 내용과 집행에 다양한 영향을 주는 요인이다. 따라서 정책분석 이론을 적용하여 전공과 정책 정체성 혼란을 감소할 수 있는 방안을 찾을 필요가 있다고 판단하였다. 이를 위해 전공과 정책분석에 역사적 제도주의 관점과 경로의존성 개념을 적용하였다. 정책분석 결과 학생선발 방법과 교육과정 운영에서 모호한 공존이 발생하였다. 또한, 모호한 공존이라는 경로의존성은 철학적·구조적 이유로 발생하였다. 연구결과를 바탕으로 국가 차원의 명확한 규정과 운영 지침 개발 등의 단기적인 방안과 보편적 교육기회 연장을 통한 새로운 경로 창조라는 장기적인 방안을 제시하였다.

Currently, the post-high school specialized vocational policy for special education recipients face identity confusion. Identity confusion is a factor influencing various majors and policy content and implementation. therefore, we want to find a way to reduce confusion about the post-high school specialized vocational policy identities by applying policy analysis theory. This study applied the historical institutionalist perspective and the concept of path dependence to analyze identity confusion. As a result of the book analysis, there was an ambiguous coexistence in student selection methods and curriculum operation. In addition, the path dependence of ambiguous coexistence occurred for philosophical and structural reasons. Conclusion: Based on the research results, short-term measures such as the development of clear national regulations and operating guidelines, and long-term measures such as the creation of a new path of extending universal educational opportunities were suggested.
