문재인 정부 대입제도 개편 과정에서의 패러독스 분석

본 연구는 대입제도 개편을 위한 공론화 제도의 도입이 대의민주주의의 보완으로서의 숙의민주주의와 그 제도적 실현이라는 점에 주목하며 의사결정 구조를 정치 엘리트 중심에서 시민으로 전환함으로써 대의민주주의가 중시하는 ‘효율성’보다 시민의 참여와 숙의를 바탕으로 ‘민주주의 강화’를 중시하는 관점으로의 전환을 시도한 것으로 보았다. 그러나 당초 의도와는 다른 결과가 나타나는 패러독스 현상이 나타났다고 보고, 이를 분석하고자 하였다. 연구 결과는 다음과 같다. 대입제도는 오래된 갈등영역으로써 다양하고 상충적인 기능과 요구, 가치와 이념을 내포하고 있다. 따라서 정부가 ‘효율성’에 중점을 두고 결정을 내려야 할 지점에서까지 ‘민주주의 강화’를 최우선적인 가치로 삼아 시민참여에 의한 정책결정으로 전환함으로써 패러독스가 발생하였다. 또한, 이 과정에서 대통령 탄핵의 여파로 인하여 당파적 양극화가 정서적 양극화로 심화하면서 숙의민주주의의 기본 전제라고 할 수 있는 공중(The Public)도 충분히 형성되지 못하였다. 결국 ‘민주주의 강화’라는 공론화 제도의 당초 도입 목적 달성에 실패하고, 사회적 갈등과 혼란을 심화시키고 말았으며, 이는 향후 대입제도 개편을 위한 사회적 논의 과정에 있어서 패러독스의 존재와 발생 가능성을 충분히 인식하고 단순 참여 확대가 아닌 전문가와의 충분한 사전 협의와 사회적 공감대 형성을 기반으로 숙의성을 확보하기 위한 노력이 필요하다는 점을 시사한다.

This study noted that the introduction of a public debate system to reorganize the college admission system was a supplement to representative democracy and its institutional realization, and attempted to shift the decision-making structure from political elite to citizens. However, we tried to analyze the paradox phenomenon in which results different from the original intention appeared. The research results are as follows. The college admission system is an old area of conflict and contains various conflicting functions, demands, values and ideologies. Therefore, paradoxes occurred as the government shifted to policy decisions based on civic participation, taking strengthening democracy as its top priority until the point where it had to focus on efficiency. In addition, in the process, partisan polarization intensified into emotional polarization due to the aftermath of the presidential impeachment, and The Public, which is the basic premise of deliberative democracy, was not sufficiently formed. In the end, it failed to achieve the original purpose of introducing the strengthening democracy system, intensifying social conflicts and confusion, suggesting that it is necessary to fully recognize the existence and possibility of paradoxes in the future.
