지역문화예술교육 생태계 활성화를 위한 질 관리 연구

A study on quality control to vitalize the local culture and arts education ecosystem

본 연구는 지역사회라는 장(場)에서 문화예술교육의 창작-유통-향유가 이루어진다는 근거를 바탕으로 ‘지역문화예술교육 생태계’에 주목하였다. 본 연구의 목적은 문화예술교육의 질 관리를 위한 기본방향을 탐구하기 위해 지역문화예술교육 생태계를 활성화할 수 있는 대안을 모색하고자 한다. 연구방법은 질적연구방법을 활용하여 선행연구 분석을 통한 담론연구와 대전지역을 중심으로 지역 내 문화예술교육활동을 10년 이상 지속한 문화예술 기획자, 예술강사, 관리자와의 초점집단면접(FGI)을 통해 내용분석이 이루어졌다. 이를 통해 문화예술교육 질 관리 논의를 정리하고 지역문화예술교육 생태계모형을 도출하여 ‘요소, 체계, 역할’을 제시하였다. 연구 결과, 문화예술교육의 질 관리 영역은 ‘수요자, 역량, 기반’으로 나누어볼 수 있으며 이를 토대로 지역문화예술교육 생태계(제도적 시스템, 과정적 시스템)를 도출하였다. 지역문화예술교육 생태계가 선순환구조로 활성화되기 위해서는 정책적인 대안을 통해 지역의 자율성, 역량강화 시스템, 협력 및 네트워크 형성 등이 담보되어야 한다. 끝으로 연구한계와 의의를 밝혔다.

This study focused on the regional culture of arts education ecosystem based on the evidence that the creation-distribution-enjoyment of culture and arts education takes place in the arena(field) of the local community. The purpose of this study is to seek alternatives to revitalize the local culture and arts education ecosystem in order to explore the basic direction for quality management of culture and arts education. The research method is a discourse study through analysis of prior research using a qualitative research method and a focal group interview (FGI) with culture and arts planners, art instructors, and managers who have continued cultural arts education activities for more than 10 years, centered on the Daejeon region. Through this, the discussion on quality management of culture and arts education was organized, and elements, systems, and roles were presented by deriving a model of the local culture and arts education ecosystem. As a result of the study, the quality management area of arts and culture education can be divided into consumers, capabilities, and foundations , and based on this, a regional cultural arts education ecosystem (institutional system, procedural system) was derived. In order for the local culture and arts education ecosystem to be activated in a virtuous cycle, local autonomy, capacity building systems, cooperation and network formation must be guaranteed through policy alternatives. Finally, the limitations and significance of the study were revealed.
