공보육기관 운영의 불교적 요소에 관한 연구

A Study on Buddhistic Elements in Public Childcare Center

본 연구는 불교재단이 위탁 운영하는 공보육기관에서 표준보육과정 운영 책무와 불교적 요소가 서로 조화를 이루고 있는지를 탐색해보고, 향후 증가할 소지가 많은 불교계의 공보육기관 운영에 시사점을 얻고자 시도한 것이다. 이를 위해 불교복지재단이 위탁 운영하는 서울시내 공립보육시설을 선정하여 2010년 9∼10월 사이에 걸쳐 80시간을 관찰하고, 종사자 12명과 어린이 6명에 대한 면담을 실시하였으며 기타 보육관련 자료를 수집, 분석하였다. 그 결과 연꽃어린이집(가칭)은 공공재정을 지원 받아서 운영하는 공립보육기관의 기본적인 책무인 표준보육과정을 기관 운영의 중심에 두고 있었다. 그러나 이와 동시에 표준보육과정의 일환으로 이루어지는 기본생활습관 교육, 텃밭 가꾸기, 지역사회와의 연계활동 등에 뭇 생명의 소중함과 연기, 자리이타의 보살행 등과 같은 불교적인 가르침을 연계하여 교육하고 있었다. 또 친환경 급식 제공, 교사의 명상활동, 몇 가지 작은 불교적 상징 등이 포함된 실내외 보육환경 등에도 불교적 요소가 내포되어 있었다. 이 공립보육시설의 운영 사례를 통하여 본 연구에서는 불교복지재단의 공보육기관 위탁운영이 영유아 보육이라는 국가 사회의 공익을 도모함과 동시에, 불교의 사회복지 구현에도 좋은 기회가 될 수 있다는 것을 확인하였다. 따라서 향후 증가할 공보육기관의 위탁에 불교계가 더욱 관심을 가질 필요가 있음을 제안하였다.

This research was held to learn some implications for the operation of public childcare centers run by Buddhist foundation, which appear to be increased from now on. This research covers the harmony between standard childcare curriculum and Buddhistic elements in public childcare center run by Buddhist foundation. For this purpose, this research analyzed reference materials about childcare and observed a class in a public childcare center located in Seoul run by Buddhist foundation for 80 hours in september and October 2010, and also interviewed 12 practician and 6 children. As a result, a public childcare center tentatively named ‘Lotus childcare center’ demonstrated that they can carry out their duties as public childcare center, while teaching Buddhism’s core lessons integrated with childcare activity, at the same time. Therefore, if childcare center run facilities wisely, it will be a great opportunity to earn public interest and Buddhistic social welfare. So this research suggest that we should spur the establishment of Buddhist foundations and be more concerned about the increasing trust of public childcare centers.
