산학일체형 도제학교 제도의 의사결정체계 개편 방향 탐색

A Study on Decision-Making System of Apprenticeship High School in South Korea

산학일체형 도제학교는 고용노동부의 일학습병행을 특성화고에 적용한 것으로 고용노동부와 교육부의 협력 제도이다. 산학일체형 도제학교의 운영과 관리는 고용노동부와 산하 기관인 한국산업인력공단, 한국기술교육대학교 도제허브사업단 그리고 교육부, 시･도교육청과 한국직업능력연구원 등에서 주관하고 있다. 이러한 산학일체형 도제학교는 학생의 만족도, 학습기업의 유지율 등에서 성과를 나타내고 있다. 그러나 여러 기관에서 도제학교의 운영과 관리를 나누어 담당하여 업무 내용이 즉시 공유되지 않고 의사결정이 지연될 때가 있어 도제학교 담당자의 업무 부담이 가중되는 사례가 발생하고 있다. 이 연구에서는 산학일체형 도제학교 제도의 의사결정체계를 ‘운영･관리 체계’, ‘의사결정 절차’와 ‘관련 법과 규정’으로 구분해 문헌분석과 서면조사를 실시하였다. 연구의 주요 결과는 다음과 같다. 첫째, 산학일체형 도제학교의 운영과 관리를 위한 관계 기관들의 업무가 학생과 교사 등을 효과적으로 지원할 수 있도록 설계되기보다 이해관계에 따라 다소 복잡하게 분절되어 소통과 협력이 어려운 구조라고 볼 수 있다. 둘째, 고용노동부와 교육부를 비롯한 다양한 관계 기관들 사이에 합의와 의사결정을 위한 절차가 공식화되고 체계화되지 않은 부분이 있다. 셋째, 일학습병행법에서 산학일체형 도제학교의 운영 전반을 고용노동부 장관과 산하 기관에서 주관하도록 되어 있으나, 정부조직법에서는 학교교육에 관한 사무를 교육부 장관이 관장하도록 되어 있어 상응하지 않는 부분이 있다. 이러한 논의를 토대로 산학일체형 도제학교의 효과적인 운영과 관리를 위해 각 조직의 일부 기능 조정, 의사결정 절차의 보완과 일학습병행법의 일부 개정 등이 검토될 필요가 있음을 제안하였다.

As a system applying the apprenticeship of the Ministry of Employment and Labor(MOEL) to vocational high schools of the Ministry of Education(MOE), the industry-academia partnership apprenticeship school is the cooperation system between the MOE and the MOEL. In the operation of the industry-academia partnership apprenticeship school system, many institutions are participating such as the MOEL and its affiliated organizations like Human Resources Development Service of Korea and Apprenticeship Hub Project Group of Korea University of Technology and Education, the MOE, metropolitan and provincial offices of education, and Korea Research Institute for Vocational Education & Training. However, the discussion and decision-making are not sufficiently performed between the MOE and the MOEL, which is pointed out as a problem with the industry-academia partnership apprenticeship school system. Thus, this study analyzed the decision-making system and relevant laws and regulations of the industry-academia partnership apprenticeship school system, and conducted a survey targeting the personnel related to the industry-academia partnership apprenticeship school. And the results of this study are as follows. The Act on Apprenticeship is prescribing that all the operation matters of industry-academia partnership apprenticeship school except for designation and cancellation are supervised by the Minister of Employment and Labor and its affiliated organizations. Therefore, in order to establish the decision-making system for the efficient operation of industry-academia partnership apprenticeship school, and also to reflect the participation of government agencies that need to cooperate for the operation of apprenticeship school such as the MOE and metropolitan and provincial offices of education, it would be necessary to review the partial revision of the Act on Apprenticeship.
