경기도 사회서비스원 위탁 국공립어린이집 표준운영 매뉴얼 개발 연구

A Study on the Development of Standard Operation Manual for the National and Public Child Care Center Consigned by the Gyeonggi-do Social Service Center

본 연구는 경기도 사회서비스원에서 위탁받아 운영하는 국공립어린이집 원장이 어린이집을 운영하면서 경기도사회서비스원 만의 수준 높은 서비스를 제공하는 데 필수적으로 알아야 할 운영 내용을 담아 국공립어린이집을 처음 운영하거나 이미 운영 중인 원장에게도 운영의 효율성을 높이고, 모호한 부분을 더욱 명백하게 하고, 국공립 원장의 어려움과 심적 부담을 경감시켜주고자 하였다. 또한, 국공립어린이집 원장들이 해당 제도를 정확히 이해하고 영유아에게 적절한 최상의 서비스를 제공할 수 있도록 필요한 운영의 기본과 심화, 전문지식, 기술을 제공하는데 목적이 있다. 이러한 목적을 달성하기 위해 문헌검토와 해당 분야 학계, 현장 전문가들의 의견과 포커스그룹 인터뷰에 참여한 어린이집 원장의 심층인터뷰를 시행하였으며, 수집된 내용을 종합적으로 분석·도출하여 경기도사회서비스원 위탁 국공립어린이집 운영체계 및 기준, 운영관리 방법 및 내용, 권리 존중 및 청렴운영의 4가지 매뉴얼 모듈을 구성하였다. 본 연구는 사회서비스원 위탁 국공립어린이집 원장으로서 갖춰야 할 기본적 역량을 함양하기 위한 주제로 구성함으로써 원장이 본 연구 결과를 활용하여 적확하고 투명한 운영을 할 수 있는 지침과 최상의 보육서비스를 제공할 수 있는 기초를 제공하였다.

The aim of this study was to provide the high-quality service at the Gyeonggi Provincial Social Service Center by operating the nursery school, which is entrusted to the Gyeonggi Provincial Social Service Center. In addition to enhancing the efficiency of operations for the first time, this study helped the director, who was already operating the national daycare center, clarify the ambiguous parts of the operations of the daycare center. The purpose of the present invention was to provide basic and in detail operations, expertise, and technology to provide the best service. To achieve this purpose, in-depth interviews of the nursery director who participated in the interviews with academics and field experts in the field and a focus group and a literature review were comprehensively analyzed and derived to form four manual modules for the operation system and standards, operation management method and contents, respect for rights and integrity operation of the Gyeonggi Provincial Social Service Center based on the national level childcare project guide. It is expected that the director will be able to contribute to the realization of the principle of providing the best childcare service and the best benefits for infants and young children through systematic operation of national and public daycare centers, integrity operation, respect for the rights of childcare staff, and helping the infants and young children with confidence and leisure by constructing the theme to cultivate basic competencies to be done.
