독거노인 대상 ICT/IoT 기반 복지기술 서비스의 현황과 쟁점: 서울시 사례를 중심으로

Status and Issues of ICT/IoT based Welfare Technology Services for Older People Living Alone: Focusing on the Case of Seoul

본 연구는 서울시에서 제공하는 두 가지 복지기술 기반 사업인 1) 독거어르신 건강안전관리 솔루션사업과 2) 인공지능돌봄사업을 사례로 복지기술 기반 서비스가 제도화되는 과정을 탐색하고, 그 과정 속에서 나타나는 다양한 쟁점을 확인하는 것을 목적으로 하고 있다. 이를 위해 두 가지 사업에 직접적으로 관여하고 있는 기획자 및 실무자6명을 대상으로 초점집단인터뷰를 실시하였다. 인터뷰된 내용을 중심으로 질적 연구 분석을 통해 3개의 주요 범주, 8개의 하위 범주, 39개의 개념이 도출되었고, 최종 개념 간관계 잇기와 이야기 윤곽 등을 통해 성문화 작업이 이루어졌다. 본 연구 결과, 솔루션사업이 독자적인 노선을 갖게 된 배경 및 반응, 인공지능돌봄사업에서의 운영 및 관리, 제품 개발, 두 사업 간의 통합 및 분리 운영 등에 대한 사항들을 확인할 수 있었다. 이를 통해 노인응급안전이 주간에만 이루어지는지 혹은 24시간 응급안전체계인지, 유사사업 간의 통합운영인지 혹은 분할운영인지, 지역 간의 통합운영인지 혹은 지역분할 운영인지, 공공영역과 관련하여 영리기업의 주도성을 어떻게 봐야 할 것인지 등의 쟁점이도출되었다. ICT/IoT 기반 복지기술 서비스가 제도화를 통해 보다 보편적이고 일관성있는 서비스가 제공되기 위한 방안들이 논의되었다.

This study explored institutionalization processes of welfare technology based services including 1) health and safety management solution services for older people living alone, and 2) AI care services, which are provided by Seoul, and identified diverse issues derived from their processes. The current study conducted focus group interviews with six professionals who have been directly involved in theses services. Based on qualitative analyses, three major themes, eight sub-themes, and 39 concepts were derived, and codification work connecting relationships among concepts, and making story outline was conducted. Findings identified issues regarding backgrounds and responses which the solution service has taken an independent route, operation and management of the AI care service, and the integrated and/or separated operation between two services. Thus four issues were derived: 1) the emergency and safety system for the older people should be provided for the day time or the 24 hours? 2) the integrated or separated operation among similar services will be necessary to be provided? 3) Is it regional integration or division operation? and 4) how to think about the scrupulosity of the private company in terms of public sector? Solution and strategies to provide universal and consistent services through the institutionalization of ICT/IoT based welfare technology have been discussed.
