중국의 외국인 유학생 유치 및 관리 정책 방안 연구

A Study on the Policy of Attracting and Management of Foreign Students in China

최근 외국인 유학생 유치 사업은 대학의 국제화뿐만 아니라, 국가 경쟁력 제고에 있어 매우 중요한 요인으로 작용하고 있다. 이에 본 연구는 외국인 유학생 유치 정책을 통하여 자국의 경쟁력을 높일 뿐만 아니라 경제, 외교적 인지도를 높이고 있는 중국의 정책을 심도 있게 분석하여, 우리나라 정책 수립을 위한 시사점을 도출하는 데에 목적을 두었다. 연구 방법으로는 중국의 외국인 유학생 유치정책 자료 및 선행연구를 바탕으로 중국의 외국인 유학생 유치에 관련된 각 주요 대학의 자료를 분석하였다. 연구 결과, 중국의 외국인 유학생 유치 정책의 특징은 정부 차원에서 지속적인 유학 정책의 개선, 외국인 유학생의 관리 구조의 체계화, 외국인 유학생을 위한 장학금 정책의 다양화 등으로 나타났다. 이에 향후 우리나라의 외국인 유학생 유치 및 관리를 성공적으로 실천할 수 있는 시사점 및 발전 방안을 제언하였다.

Recently, the project to attract foreign students has been a very important factor in enhancing national competitiveness as well as internationalization of universities. The purpose of this study is to analyze the Chinese policies that not only enhance the competitiveness of the foreign students but also raise the economic and diplomatic awareness through the policies to attract foreign students, and to draw implications for the establishment of Korean policies. The research method is to analyze the data of each major university related to attracting foreign students from China based on the policy data and previous studies of attracting foreign students from China. The results of this study show that the characteristics of Chinese foreign student attraction policies are the improvement of the continuous study abroad policy at the government level, the systematization of the management structure of foreign students, and the diversification of scholarship policies for foreign students. Therefore, it suggested implications and development plans to successfully implement the attracting and managing of foreign students in Korea in the future.
