The After-School Programs with Regions: Focusing on Hongdong Middle School in Chungnam

그동안 다양하게 운영 되어온 방과후학교는 긍정적 평가 뿐만 아니라 운영 과정상의 폐해 역시 적지 않다는 지적이다. 최근 ‘방과후후학교 발전 과정과 미래 탐색’이라는 주제로 열린 ‘2015 방과후학교 정책포럼’에서 논의 되었듯이, 방과후학교 운영 주체의 문제와 교육력 향상 기여의 여부 등 많은 부분이 여전히 쟁점 사항으로 남아 있다. 사실 지난 10여년 간 방과후학교는 오로지 학교 안에서, 학교 교사에 의해 운영되는 이로 인한 교육활동으로 고착되어, 교사들의 피로도로 인한 교육력 약화의 원인이 되기도 하였다. 이러한 때에 농촌 소규모 학교의 교육력과 교육 수요자의 만족도를 높이고, 나아가 지역 재생의 역할에도 한 몫을 해온 충남 홍동중학교의 방과후학교 운영 사례가 주목을 받고 있다. 마을 공동체 운영의 성공으로 현재 ‘귀농․귀촌 1번지’로 알려진 충남 홍동 마을, 그 중심에 위치한 홍동중학교는 지난 10여년간 ‘햇살배움터’, ‘햇살배움터교육네트워크’라는 초ㆍ중ㆍ고 연합 방과후학교 운영 시스템을 통하여 ‘지역 인프라를 활용한 생태 친화적 방과후학교’를 안착 시켜왔다. 이는‘포괄적 안전망 구축을 통한 온마을 작업장학교’로서, 돌봄이 필요한 아동, 청소년을 포괄적으로 접근하여 그들의 정서․심리 지원, 생활지원, 학업, 진로지도를 아우르는 방과후학교로서 학교 교사와 마을의 학부모들이 공동의 교육 주체라는 점이 특기할 만하다. 홍동중학교의‘지역사회와 함께 하는 방과후학교’는 현재 여러 가지 요인으로 어려움을 겪고 있는 각급 학교 방과후학교 운영 개선을 위한 시사점을 제공한다.

This is a study on the case of operating after-school programs in a small middle school in rural area. The existing specialty/aptitude education, after-school program(elementary), and level-based supplementary learning(high) have been integrated into a term, after-school program since 2006. In fact, such various after-school programs had positive evaluations while also showing numerous cases of harmful effects in the process of its operation. Just as discussed in the recent 2015 After-School Program Policy Forum under the theme of development process and future exploration of after-school programs , many parts including the main operating agents of after-school program and contribution to the improvement of educational power are still left as main issues. For last ten years, after-school programs have been mostly considered as school teachers work, and teachers fatigue became the cause for the weakened educational power. Meanwhile, through the operation of after-school programs with community, Hongdong Middle School has grabbed attention as a desirable case increasing the educational power of small-sized school in rural area and educational consumers satisfaction, and furthermore, regenerating the region. Hongdong Middle School located in the canter of Hongdong village, Chungnam, well-known as the No.1 place for returning to farm owing to the successful operation of its village community provides a great case to small-sized schools in rural areas by sincerely settling down the after-school programs combined with elementary/middle/high schools such as Haetsal Learning Center and Haetsal Learning Center Educational Network for last ten years.
