초등 돌봄 서비스의 질 관리 모델 및 적용 방안

A Model for Quality Assurance of Child-care Program

본 연구의 목적은 초등 돌봄 서비스의 질 관리 모델을 제시하는데 있다. 선행연구 및 관련 문헌 분석을 통해 도출한 질 관리 모델은 돌봄 서비스의 성과를 비롯하여 여기에 영향을 미치는 투입, 과정, 환경 요인을 포함한다. 투입 요인에는 아동의 인구학적 특성(성별, 나이, 학년 등), 가정 배경(부모 유무, 한부모 가정 여부, 부모의 맞벌이 여부 등), 거주 환경, 발달 수준(지적, 정서적 발달 및 사회성 수준 등) 등이 포함되었다. 과정 요인에는 돌봄 서비스의 질에 복합적으로 영향을 미치는 물리적 요인, 프로그램 요인, 인간적 요인, 조직적 요인이 적용되었다. 환경 요인에는 교육청 단위 행정지원 체계의 적정성, 정부에 의한 재정지원 체계의 효과성, 지역사회의 참여와 지원정도, 안전관리 체계 등이 포함된다. 돌봄 서비스의 성과는 지적 성취, 사회적, 정서적 발달, 폭력 및 비행의 예방, 건강 및 영양의 증진, 체력의 증진을 적용하였다. 본 연구에서 제시된 질 관리 모델은 국가 차원의 질 관리, 공급자의 자체평가 등에 적용될 수 있다.

This study aims to develop a model of quality assurance for child-care programs. A model based on the systems theory perspective consists of inputs, process, environment, and outcomes. The input factor includes demographic characteristics, family background, residential environment, and developmental stage of students. The process factor consists of physical features, programs, people, and organizational characteristics of the institution. Environments include effectivenss of administrative and financial support systems of local and central educational authorities, participation and supports from local community, and safety of the institution. Finally, outcomes of child care programs include cognitive, social, and emotional development, prevention of violence and misconducts, promotion of nutrition and health, and physical development of students. The model may be of use for evaluating child care programs by the government and self-assessment of the quality of the programs.
