초등돌봄정책의 실태와 나아가야할 방향

Actual Condition and Improvement of Elementary Care Service

본 연구는 현재 실시되고 있는 초등돌봄정책의 실태와 초등돌봄교실 운영상의 문제점을 살펴보고 정책적 제안을 제시하기 위해 시도해보았다. 현재 초등돌봄정책의 실태는 돌봄대상자와 돌봄학년의 연차적 확대 추구, 무상돌봄의 확대 추구, 돌봄시간의 연장 추구, 1학교 1실 전용교실 확보, 방과후돌봄서비스 연계체제 구축을 추구하고 있다. 초둥돌봄교실의 문제점은 법적 근거의 불분명, 돌봄교실의 시설환경이 미비와 참여 아동의 건강과 안전에 대한 우려, 저소득층 학부모들의 경제적 부담 중가, 돌봄교사의 전문성 부족과 근무환경의 열악, 전용교실의 미비와 돌봄인력 부족, 범정부 돌봄서비스 연계운영의 미흡, 학교와 돌봄교실 담당교원의 업무가중 등이다. 초등돌봄교실 정책의 나아갈 방향은 쾌적한 시설환경을 위한 지원과 안전생활 방안 강구, 학부모의 경비 부담을 최소화 할 수 있는 예산의 안정적 확보와 지원, 돌봄전담인력의 전문성확보와 근무환경 및 근무조건의 개선, 범정부 통합지원체제의 구축 및 운영, 학교와 돌봄담당교원의 업무간소화를 위한 대책을 찾아야 할 것이다.

This study is to investigate actual state and problems in operation of elementary care service and to suggest the improvement policy. As for current state of elementary care service, there are in the process of annual expansion of care subject, care grade, free care, and care duration. Also it tries to establish an exclusive place for a school and the association system for after-school care service. The following is the problems in elementary care service; ambiguity of legal ground, inadequacy of care facility and concerns about participating children’s health and safety, increase in financial burden of low income parents, lack of expertise of care staffs and their poor working condition, lack of exclusive classroom and human resources for care, incomplete association in care service of government authorities, and heavy workload of school and staff in charge of care service. For improvement of elementary care service, there are suggestions to support the comfortable facility and devise the safety practice, secure the budget to minimize financial burden of parents, enhance the expertise of care staffs and improve their working condition, establish the comprehensive support system of government authorities, and find the way to simplify the task of care staff and school.
