민간참여 방과후학교의 운영 개선 방안 연구

A Study on the Improvement Strategy of the Implementation of the Private Sector Participation After-School: Focused on the Current Status, Need Analysis, Problems, Improvement Strategies of University-led After-School Social Enterprise.

방과후학교가 장기적으로 계속 발전하기 위해서는 운영 프로그램의 질 제고와 현장 학교의 업무 부담 경감이 필요하다. 이를 위해서 대학주도 방과후학교 사회적기업 육성사업의 이론적, 실제적 배경과 비전, 목적, 전략 및 다양한 참여주체별 역할을 파악하였다. 또한 대학주도 방과후학교 사회적기업 육성사업의 구체적 실태를 파악하고, 요구, 성과, 문제점 및 개선방안을 도출하기 위하여, 육성사업에 참여하고 있는 22개 대학의 법인(2012년의 1차 사업에 선정된 기관)의 사회적기업 운영에 참여하고 있는 초, 중, 고 현장 담당 교원에 대한 설문조사를 실시하였다. 본 연구는 대학주도 방과후학교 사회적기업 육성사업 운영에 참여하고 있는 초, 중, 고 담당 교원(67명)에 대한 설문조사를 실시하고 분석함으로써, 대학주도 방과후학교 사회적기업의 다각적인 운영 실태와 성과 2가지 및 문제점 3가지를 도출하였다. 또한 대학주도 방과후학교 사회적기업 육성사업의 개선방안을 ① 육성사업 성격 명료화, ② 육성사업의 질관리, ③ 육성사업의 구체적 특성 확인, ④ 자체 수익모델 개발 노력, ⑤ 수요자 요구를 반영한 프로그램 개발, ⑥ 효율적 운영 모델 개발, ⑦ 지나친 양적 확대와 수익성 확장 경계의 7가지로 제안하였다. 마지막으로 결론을 4가지로 제시했다.

In order to secure a long term development of after- school, the quality improvement of the programs and the business burden reduction of the field elementary & secondary schools are needed. For that purpose, the theoretical, practical background, & the vision, goals, strategies of the university led after- school social enterprise need to be affirmed and a variety of participation subjects need to confirm their own rolls. Also, in order to affirm the concrete current status of the university led after- school social enterprise, elicit needs, outcomes, problems & improvement strategies of the university led after- school social enterprise, the survey of the teachers in charge in the elementary & secondary schools of the field which participate in the 22 the university led after- school social enterprises is practiced. The subjects of the survey are 67 teachers in charge in the elementary & secondary schools of the field. And by analysing survey results, many kinds of current status, 2 products, 3 problems are derived by the researcher. After that, 7 improvement strategies such as ① manifestation of the university led after- school social enterprise s character, ② quality control of the university led after- school social enterprise, ③ a specific character affirmation of the university led after- school social enterprise, ④ effort for self profit model development, ⑤ program development reflecting demander needs, ⑥ efficient university led after- school social enterprise management model development, ⑦ warning of excessive quantitative enlargement & profit enlargement, are suggested. Finally, 4 conclusions are presented.
