지역대학 발전을 위한 고등교육정책의 생태학적 접근: 이해와 모형의 탐색

An Ecological Approach to Higher Education Policy for Developing Regional Universities: Understanding and Model Building

본 연구는 지역과 지역대학의 동시 발전을 통해 국가발전을 위한 선순환적 기틀을 마련하기 위해 지역대학을 중심으로 건전한 고등교육 생태계의 유지·발전이라는 틀 속에서 지역대학의 위기 현상을 이해하고, 생태학적 관점과 고등교육 생태계에 대한 이해를 바탕으로 생태계의 유지·발전을 위해 요구되는 고등교육정책의 대안적 관점을 탐색하는 데 목적을 두었다. 이러한 목적을 달성하기 위하여 본 연구는 지역대학 정책의 역사를 고찰하고, 지역대학 위기론과 대안적 접근으로서 생태학적 관점에 대한 선행적 이해를 도모하였다. 연구결과를 토대로 본 연구는 지역대학이 처한 고등교육 생태계 내에서의 위기에 따라 생태계의 유지·발전에 초점을 맞추어, 공동체 생태학 이론의 취지에 부합하는 지역대학 발전의 생태학적 원리를 바탕으로 고등교육 생태계 모형을 도출·제시하였다. 결론에서는 이러한 모형이 어떻게 정책 현실에 적용되는 것이 바람직한지 제언하였다.

Under the frame that sound higher education eco-system should be maintained and developed in order to secure positive cycling foundation for national development through simultaneous advancements of both region and regional university, this study was intended to understand crisis in regional universities and to explore an alternative perspective necessary for maintaining and developing higher education eco-system based on the knowledge of ecological system and its viewpoint. For attaining the purpose it first reviewed the policy history of regional university and the discourse on its crisis. Based on the review of related literature, this study drew the model of higher education eco-system in accordance with ecological principles of developing regional universities, which derived from the community ecology theory, focusing on the maintenance and development of higher education eco-system. In conclusion, this study suggested the desirable ways how the model should be adapted to the practices in higher education policy.
