지방교육재정 확보 및 운용과정에서의 정책 패러독스 분석

An Analysis of Policy Paradox in the Procuring and Management of Local Education Finance

본 연구는 지방교육재정의 확보와 운용을 둘러싸고 중앙행정기관과 지방자치단체 간에 나타나는 갈등 양상을 정책 패러독스의 관점에서 분석하고 이러한 갈등의 원인을 분석하는 한편 갈등을 해소할 수 있는 대안을 마련하고자 하였다. 연구 결과, 지방교육재정 확보의 관점에서 재정 규모나 학생 수 감소라는 문제 상황은 하나의 현실로서 존재하지만 이를 바라보는 관점과 그 규모를 바라보는 판단근거에 대한 가치충돌이 나타나고 있었다. 지방교육재정 운용의 관점에서는 입장의 차이에 따라 숫자를 그 근거로 제시하거나 각자의 입장을 주장하기 위해 숫자를 활용하면서 정책 패러독스 양상이 나타나고 있다. 이러한 주요 원인은 지방교육재정에서 중시되어야 할 정책적 가치가 효율성과 충족성의 대립으로 인한 인식 차이로 확인되었으며 이러한 논의를 바탕으로 지방교육재정 확보 및 운용과정에서 우선순위 도출을 위한 합리적이고 내실있는 논의가 필요하고 재정 책임성과 책무성을 강화함으로써 효율성 논란을 극복하는 것이 필요함을 제시하였다.

The purpose of this study is to analyze the conflicts between central administrative agencies and local governments on securing and operating education finances from the perspective of policy paradoxes. As a result, there was a conflict of values between the financial scale and the number of students in terms of securing local education finance. In the aspect of operating local education finance, there appear policy paradoxes in the process of providing numbers and utilizing them due to the differences of conflicting groups’ perspectives. The main reasons were confirmed that the confrontation between efficiency and adequacy of policy value caused the policy paradoxes. Based on these conclusions, policy implications were presented.
