한국 유아 교육과 보육 통합의 역사적 고찰

A Historical Study on the Integration of Early Childhood Education and Childcare in Korea

이 연구는 정부수립 이후 유보통합의 관점에서 유아교육기관과 보육시설의 역사를 고찰한 것이다. 정부수립 이후 유아교육기관과 보육시설은 서로 다른 성격의 독립기관으로 발전하였다. 독립적으로 발전하던 두 기관은 유아교육진흥법의 제정, 유아교육의 공교육체제 확립, 누리과정의 도입 등을 계기로 통합의 논의가 진행되어 왔다. 통합의 논의를 거치는 과정에서 두 기관은 서로 갈등ㆍ대립하면서 닮은 모습으로 변화하였으며, 유보통합은 유아교육과 영유아보육 분야의 주요 정책 이슈가 되었다. 역사적 고찰을 통해 도출한 유보통합의 실패 이유는 세 가지이다. 첫째, 유아교육과 보육의 서비스를 개인시설에 의지하고 있다. 둘째, 유보통합에 대한 정부의 의지와 전략의 부재이다. 셋째, 다양한 유아교육과 보육의 요구에 부응할 수 있는 통합모델을 제시하지 못하고 있다. 유보통합의 성공적인 추진을 위해서는 유아교육 및 보육의 공공성 강화, 유보통합에 대한 범정부차원의 의지 강화 및 전략 재고, 수요자의 다양한 요구를 담아낼 수 있는 통합모델의 개발이 필요하다.

This study examines the history of early childhood education institutions and childcare facilities from the perspective of early childhood education and care integration after the establishment of the government. Early childhood education institutions and childcare facilities were developed into independent institutions with different characteristics. The two institutions that were developed independently have been discussing integration with the enactment of the Early Childhood Education Promotion Act, the establishment of a public education system for early childhood education, and the introduction of the Nuri curriculum. In the process of discussing integration, the two institutions changed to resemble each other, and early childhood education and care integration became a major policy issue in the fields of early childhood education and early childhood care. There are three reasons for the failure of the early childhood education and care integration derived from historical considerations. First, the services of early childhood education and childcare depend on private facilities. Second, the government shows a lack of will and strategy for integration. Third, an integrated model that can meet the various needs of early childhood education and childcare could not be presented.
