장애인복지관의 사람중심계획에 대한 제도적 문화기술지

Institutional Ethnography of Person-Centered Planning at Welfare Center for People with Disabilities

본 연구는 사람중심계획이 장애인복지 실천현장, 특히 장애인복지관에서 어떻게 조직화되는지 탐구하는데 목적이 있다. 이를 위해 본 연구는 장애인복지관 내 사람중심계획의 실천양상과 이를 어렵게 만드는 제도적 상호관계를 탐색하고자 제도적 문화기술지 연구방법을 활용하였다. 총 8명의 사회복지사와, 1명의 액티브서포터를 대상으로 심층면접, 참여관찰을 진행하여 자료를 수집하였다. 동시에 법률, 정책지침, 현장서식 등의 텍스트 자료를 수집하였다. 그리고 수집된 자료 등을 시퀀스 분석하여 제도적 상호관계를 기술하였다. 연구결과 치료·재활·당사자중심 등 담론의 경합이 이뤄지고 있는 현재 장애인복지관은 사람중심계획이 자리 잡지 못하도록 제도적으로 조직화 되어 있었고 이에 따라 사람중심계획이 실제적인 실천으로 확장하는데 어려움을 겪고 있음을 알 수 있었다. 이러한 연구결과를 기반으로 장애인복지관의 사람중심계획을 위한 구조와 체계 마련, 지역사회 장애인권익옹호시스템 확대, 현 장애인복지관 역할에 대한 재논의 등의 필요성을 제시하였다.

The purpose of this study is to explore how person-centered planning is organized in welfare center for people with disabilities. This study applied the institutional ethnography to explore the practical aspect of person-centered planning and institutional relationships which can make the person-centered planning difficult in welfare center for people with disabilities. Data was collected by the in-depth interview and the participant observation of the 8 social workers and 1 active supporter. and sequence analysis on collected data is applied to describe institutional relationships. As a result of the study, the current welfare center for people with disabilities where treatment, rehabilitation, and party-centered contention are discussed is systematically organized in terms of institutional management so that person-centered planning could have difficulty to expand its work practically. Based on this, this study suggested the necessity of changing welfare center for people with disabilities and expanding the system to advocate the rights of people with disabilities in the community.
