정부지원제도로 인한 지역아동센터의 변화 경험에 대한 질적 연구

본 연구의 목적은 지역아동센터에 대한 제도적 지원이 지역아동센터와 이해당사자들에게 어떤 영향을 미쳤는지 이해하고자 하는 것이다. 이를 위해 제도적 지원을 받고 있는 지역아동센터의 운영자, 실무교사, 아동, 학부모를 대상으로 심층면접을 실시하여 자료를 수집하고 분석하였다. 분석결과 정부지원은 갖기도, 버리기도 어려운 대상이며, 자주 변화되는 제도는 혼란스러움을 가져다주었고, 대상자들에게 질적인 긍정적인 변화가 나타난 반면 돌봄의 본질이 훼손되고 가족간의 대화가 줄어드는 부정적인 현상도 나타났다.
This study lays its purpose in understanding the effects of institutional support by the government on community child centers and interested parties. For this purpose, the researcher conducted in-depth interviews with administrators, teachers in charge, children and parents involved in community child centers and collected data. The data was analyzed through qualitative research approach. Results were as follows. First, community child centers have been in dilemma of deciding whether or not to continue receiving the institutional support from the government while actually receiving the support. Second, due to consistent changes in application formalities and administrative requirements, people in actual settings could not predict whether they could receive the support, and ward offices were providing institutional support without the complete understanding of community child centers and thereby the centers have experienced confusion and difficulties. Third, in the midst of this dilemma, confusion and difficulties, administrators and teachers were able to reduce their workload thanks to manpower support, and they could employ more staffs through support for operation expenses, resulting in positive changes by affording to instruct children with more resources in many aspects. Fourth, staffs in charge have fallen into a dilemma of caring the children. Fifth, there appeared simultaneously positive and negative changes in interested parties.
