긴급복지지원제도 추진 성과의 의미

The Meaning of Outcomes from the Practice of Emergency Welfare Support Act

본 연구는 위기상황에 처한 자에 대한 긴급복지지원을 받는 과정에서 겪었던 당사자의 삶의 변화경험을 통해 긴급복지지원제도의 성과의 의미를 살펴보는 것이다. 주로 생계 및 의료지원을 받았던 15명에 대하여 심층면접을 실시하여 위기상황에서의 삶이 어떠했는지, 어떻게 긴급복지지원을 받게 되었는지, 지원을 받고 난 이후 자신의 삶의 변화와 우리 사회의 복지 및 공무원에 대한 인식이 어떻게 변화하였는지를 살펴보았는데 주요 연구결과는 다음가 같다. 첫째, 낮은 임금과 고령화, 그리고 사고로 위기발생시 곤혹스러운 상황으로 전개되었으나 어디에도 도움을 요청할 수 없는 사면초가 상태에서 우울증, 삶의 의욕이 저하되고 나아가서는 자살까지 생각하는 상황임에도 도움을 요청함에 있어 정부 및 기초수급제도에 대해 강한 불신을 갖고 있었다. 이후 병원관계자, 지인, 공무원의 소개로 조사과정에서 혹시나 지원받지 못할까 조바심이 났지만 신속하게 지원해 주는 시스템에 놀랐다고 한다. 마지막으로 긴급지원제도는 사람을 살리는 제도, 희망과 용기를 주는 제도임에는 틀림없지만 지원받더라도 남아 있는 팍팍한 삶의 현실은 별로 변하지 않아 여전히 ‘살아내야만’하는 삶의 무게가 마음을 짓누르고 있다고 한다. 그러나 전반적으로는 긴급복지지원제도는 빈곤의 문턱에 있는 사람들에게는 자살에서 생명으로의 회생(回生) 그리고 다시금 위기로부터의 탈출을 통한 회복(回復)의 기회라는 의미를 지닌다고 볼 수 있다.

This research is to review the outcomes of Emergency Welfare Support Act through zoom in the change experience of emergency situation surrounding the life and its recovery. 15 recipients especially with livelihood or medical supports were in-depth interviewed for one or one and half hours. They were asked to describe how the life with crisis was, how he/she come to get emergency welfare support, and how his/her life had changed after the support. The research results is as follows. Firstly, he/she used to have mal-trust against government and public servants even captured by crisis which had drawn the trial of committing suicide and deep depression. Since then, hs/she came to know the Emergency Welfare Support System through public servants, the staff in the hospital and his/her acquaintances. During the formal interview, he/she was very nervous but was very fascinated because of quick decision making system. Finally, his/her life still seemed to be very heavy even though he/she got enormous help from the system. However, generally speaking, Emergency Welfare Support System seems to provide the opportunity for Life-Revival and Restoration for the poverty and the just-above.
