중증장애인의 활동보조서비스 이용경험에 관한 해석학적 연구

A qualitative research of disabled people s experience for personal assistance service

본 연구는 중증장애인의 활동보조 서비스 이용 경험을 통해 이들의 특성을 탐색하였다. 이를 위해 현재 활동보조 서비스를 이용하고 있는 중증장애인 6명을 대상으로 심층면접을 수행하였으며, 그들의 경험 속에서 표출한 내용을 외버만(U. Oevermann)의 객관적 해석학을 통해 분석하였다. 분석결과는 다음과 같다. 첫째, 활동보조 서비스 이용인들은 서비스 이용 전에는 주로 가정이나 시설과 같은 단절된 공간에서 고립과 소외를 경험하였지만, 활동보조 서비스로 인해 참여와 사회적 장(場)같은 열린 공간으로의 이동과 같은 변화를 가져왔다. 둘째, 이용인들은 외적체계의 대상으로 살았던 삶의 형태가 활동보조서비스로 인해 자율적 선택의 주체로 변화되었다. 셋째, 중증장애인들은 수동적인 서비스 수혜자로서의 역할에서 능동적 지시자 역할로 변화를 지향하였다. 마지막으로, 활동보조 이용인과 활동보조인과의 관계는 지지와 갈등의 양극단에서 의사소통과 공적관계의 유지를 통해 갈등을 해결하였다. 이상과 같은 연구결과를 토대로 첫째, 활동보조인과 이용인 모두에 대한 교육실시와 교육내용을 수정할 필요가 있다. 둘째, 활동보조 서비스 시간확대를 통한 현실적인 자립을 구축할 필요가 있다. 셋째, 서비스 제공자의 전문화 및 현실화가 필요하며, 마지막으로 서비스 이용자와 제공자의 상호관계구축 패러다임의 변화를 제언하였다.

This study is aimed at finding out the characteristics of disabled people who receive personal assistance service through their using experiences. For this reason, 6 disabled people who receive PAS were interviewed in-depth and the data were analysed with Objective Hermeneutics by Oevermann. The results are as follows. First, disabled people felt isolated and excluded from society before having PAS, but after that they took part in social activities and got into social network. Second, they have lived in a condition like controlled and manipulated by others, while people with disability changed their life into self-directed, self-reliant, and more autonomous. Third, user of PAS is likely to transform their role such as service beneficiary into service director. Lastly, the relationship between service user and their personal assistant is close and aloof. According to the results, several suggestions can be given. Not only service provider but also service user have to be educated. And independent living should be actualized with the extended service time. Finally services are to be professionalized.
