테러리즘 동향 및 대비책 분석에 관한 연구

A Study on the Analysis of Terrorism Trends and Countermeasures: Focusing on the Recent Terrorist Aspects

외교부 자료에 따르면 국제적으로 테러는 과거 대비 최근 5년간 발생 건수는 줄었으나 건당 인명피해 비율은 증가하였음을 확인하였다. 이와 관련 최근의 테러 동향과 다양한 학술연구 분석을 통해 인명피해 비율 증가 요인을 추출하여 테러 방지를 위한 적절한 대비책 마련이 필요하다. 이 연구는 최근 10년 동안 발표된 국내·외 기관 및 연구 단체에서 수집한 테러동향 자료와 다양한 학술연구 자료들을 기반으로 연구하였다. 이를 통해 현시대 테러의 방향성과 미래의 위협 그리고 이에 대비한 주요 국가들의 테러 대비책 변화 등을 파악하였다. 분석 결과 최근 국정원과 GTD등 각종 자료에 따르면 수년 전부터 민간시설 테러 공격 비율이 높아지고, 인명피해 또한 증가함을 확인할 수 있었다. 또한 다수의 학술연구에서는 4차 산업 관련 기술개발이 앞으로 테러 방법을 첨단화하여 위력과 피해를 증가시키고 예방의 걸림돌이 될 것임을 우려하였다. 이에 주요 국가에서는 관련법을 현실에 맞게 수정하는 등 대비책을 마련하고 있었다. 우리나라도 이러한 국제 테러 동향에 맞추어 제도와 법률을 정비하고 테러와 관련된 다양한 분야의 대테러 전문 인력을 양성 및 배치하여, 테러로부터 우리 국민의 생명과 재산을 보호하기 위한 대비를 하여야 할 것이다.

According to data from the Ministry of Foreign Affairs and Trade, the number of cases of terrorism has decreased in the past five years compared to the past, but the ratio of casualties per case has increased internationally. In this regard, it is necessary to prepare appropriate countermeasures to prevent terrorism by extracting factors that increase the rate of casualties through recent terrorist trends and various academic research analyses. This study was conducted based on terrorist trend data and various academic research data collected by domestic and foreign institutions and research organizations published over the past 10 years. Through this, the direction of terrorism in the present era, future threats and changes in countermeasures against terrorism in major countries were identified. As a result of the analysis, according to various data such as the National Intelligence Service and GTD, it was confirmed that the rate of terrorist attacks on private facilities has increased and human casualties have also increased since several years ago. In addition, a number of academic studies have concerned that the development of technologies related to the fourth industry will increase power, damage and hinder prevention by upgrading terrorist methods in the future. Accordingly, major countries were preparing countermeasures, such as revising related laws to suit reality. In line with these international terrorist trends, Korea should also reorganize systems and laws, train and deploy counter-terrorism experts in various fields related to terrorism to prepare for the protection of the lives and property of the people from terrorism.
